<br />=3~ <br /> <br />~1ro Membrez felt the proposed store was well designed and that ample screening was provided, <br /> <br />Mrs 0 Demos expressed concern over the loss of green areas around the shopping center, <br /> <br />Recommendation <br /> <br />- r , <br /> <br />Mr, Pope moved and ~fr 0 Johnson seconded i that the Commission recommend approval of the <br />Uonaldson request for variance to setback at Rosedale Centero Roll Call, Ayes ~ Ke llett. <br />Demos, Johnson, Pope, Edlund and Membrezo Nays; None 0 <br /> <br />Ne\" Business <br /> <br />Chairman Membrez opened discussion of the Midwest Planning report on Design Control, which <br />provides suggested wording for an addition to the Village Code as follows: <br /> <br />"All applications and plans for building permits involving other than single <br />family dwellings shall be referred by the Building Inspector to the Planning <br />Commissiono The Planning Commission shall review such applications and plans wi thin <br />15 days of receipt by the Building Inspector and transmit the Planning Commission's <br />recommendations to the Village Council for final considerationo The plans submitted <br />as part of the application shall include elevation drawing and general floor plans <br />and may include photographs of similar structures or other supported data," <br /> <br />~fro Membrez felt the proposal had meri t and that the Commission should recommend adoption <br />to the Village Councilo <br /> <br />Mro Edlund stated that requiring a design plan could be a very effective tool to aid in the <br />planning processo <br /> <br />Mro .Johnson voiced concern that the recommendations, if adopted, could provide for arbitrar) <br />action on the part of the Commissiono <br /> <br />Mro Kellett felt that the recommendation provided for aesthetic control to which he would <br />be opposedo <br /> <br />Mro Pope stated that the Commission should encourage adoption of the recommendationo <br /> <br />Mrso Demos felt that the Commission should have some form of review of design for proposed <br />development in~e Villageo <br /> <br />Mr, Membrez stated that if plans are required for double bunge low construction perhaps plan: <br />should also be required for building single family dwellingso <br /> <br />Ivlro Dynell of ~fidwest Planning indicated that the proposed recommendation would enable the <br />Commission and Council to review the plans but would not provide veto power of the planso <br /> <br />~fro Kellett stated that his previous reservations about the recommendation had been satisfit <br />and that he would support the adoption of the recommendationo <br /> <br />Recommendation <br /> <br />Mro .Johnson Moved and Mro Edlund Secondedg that the Commission recommend that Village <br />ordinances be amended to include language similar to the suggested Burnsville ordinance <br />provided in the Midwest Planning Report of Uecember 30i 1970, Subject: Requiring elevation <br />and layout plans for building permit approval for uses other than single family dwellings, <br />except that 45 days be inserted in pl ace of 15 days 0 <br /> <br />The Commission decided to implement the following change in procedure: <br />
