<br />Roseville Planning Commission Minutes <br />February 2, 1972 <br /> <br />The February 2, 1972, regular meeting of the Roseville Planning Camnission was <br />called to order by Chairman Pope at 7:30 P,M. <br /> <br />Members present: Eagles, Go Johnson, Demos and Pope, Kellett arrived at 7:50 P,M, <br /> <br />~mbers absent: V 0 Johnson and ~mbrez <br /> <br />Others present: Councilman Albert Grauel, Public Works Director She.nnan Goldberg, <br />Midwest Planning representative Dick Dwinell and Administrative <br />Assistant Steve North <br /> <br />Planning File 652 - Richard Knutson request for special use penni t for a service <br />station at 2151 North Snelling Avenue <br /> <br />Presentation <br /> <br />Mr, Dwinell presented to the Planning Camnission a memo and proposed intersection <br />design for COlU1ty Road B and Snelling Avenue as developed by Mr, Jack Anderson, <br />Traffic Engineer with Midwest Planning & Researcho The proposed at grade inter- <br />section is designed with adequate capacity to satisfy peak hour traffic demand through <br />the year 19960 <br /> <br />Mr. Dwinell pointed out several administrative problems which should be resolved <br />before the proposal could become a reality, <br /> <br />1. Acquisition of right-of-way in the northwest and southwest quadrants. <br />2. Arrangements for private street circulation in the northeast quadrant, <br />3. Acceptance of the concept in the southeast quadrant. <br /> <br />Discussion <br /> <br />Mr, Grauel asked if the proposed plan as developed by Mro Anderson had been discussed <br />with the State Highway Department, <br /> <br />Mro Dwinell indicated that the specific plan had not been discussed with the depart- <br />ment, but that the general concept had, <br /> <br />Mr, Dick Smith, Mobil Oil Canpany, inquired if the improvement of the intersection <br />was to be completed in two stages; the first to include the on grade plan as developed <br />by Mr. Anderson, and the second to include the plan as proposed by the State Highway <br />Department with an overpass. <br /> <br />Mr, Dwinell responded that this would be decided by the State Highway Department, <br /> <br />Mr. Sherman Winthrop, attorney representing Mr, Knutson, indicated that his client <br />would want to be paid for any required right-of-way dedication except the 10 feet <br />along COlU1ty Road B. <br /> <br />Reconunendation <br /> <br />Mr. Eagles Moved and Mrs. Demos Seconded, that the Camnission reconnnend approval of <br />Richard Knutson's request for speciaJ.. use pennit for a service station at 2151 North <br />Snelling Avenue with the following conditions: <br />
