Ramsey County Open Space Program
Presentation

Mr. Ken Simons of the Ramsey County Open Space Program and Mr. Edmunds, Director
of Parks and Recreation for Ramsey County appeared before the Commission. It was
indicated that Ramsey County is considering the purchase of two sites for purposes
of their open space program, One site is called Woodview and is located in the
southeastern portion of the Village bounded by Larpenteur on the south, Mackubin
on the west, Wagner on the north and extending almost to Galtier on the east, The
property consists of approximately 44 acres, The other site is located north and
west of Lake Owasso and consists of approximately 90 acres, 60 of which are located
in Rosevi1len The OwaS50 SitB consists of 76 parcels including eleven homes.
Mr. Edmunds indicated that the homecwners would not be forced to move or sell their
property at the present time, However, when the owner desires to sell, the County
will retain the right to have first choice in purchasing the parcel, In other words,
the owner could not sell or will the property to another party without the County
first deciding whethel or not to purchase the property.

Discussion

Mr. Grauel asked if the property to the east of the Woodview site extending to
Galtier Street could also be included in the open space program, Mr, Simons in-
dicated that if the Commission desired to rec.orrnnend such an action that the County
would certainly give it consideration.

Mr, V, Johnson indicated his opposition to the purchase of the site on Lake Owasso.
He felt that there was considerable property located in the site which could be
utilized for developmental purposes and would, therefore, enhance the tax base of
the Village.
