-2-

Mr. V. Johnson preferred to see a change in the zoning ordinance whict would permit
the restaurant with live entertainment an(~ dancing as a special use lIDder B- 2
zoning, rather than to rezone the one buil(ling in the shopping center to B-3.

Mrs. Demos indicated that she would not vote to recommend approval of live entertai~-
ment for this establishment. She indicated that there was too wide a variety of
entertainment available.

Hr. Nelson indicated that the only entertainment would be dinner music and dancing by
the custaner.

~1r. Drews stated that the membership will be by application only. Mr. Drews indicated
that the restaurant would serve noon lunches and be open on Saturdays.

Mrs. Demos indicated that she certainly accepted what the applicant said in good faith.
However, she objected to the disparity in the fees for the on-sale liquor license
which costs $10,000 and is held by five restaurants in. the Village as compared to the
minimal cost of the club liquor license. She felt it would be unfair to permit liquor
to be sold in this proposed club when the other restaurants were paying $10, 000 a year
for the right to do so.

RecoImnendation

Mr. V. Johnson moved and Mr. Membrez seconded, that the Commission recommend denial
of the LaRose Corporation request for rezoning from B-2 to B-3 at 1744 North Lexington
Avenue. The COImnission also recoIIIDends that the Village zoning ordinance be amended
as follows: "restaurants, including live entertainment and dancing" should be adceri
as a use by special permit in B-2 zoning districts, and further recommends tr~t if the
proposed ordinance amendment is approved, that the LaRose Corporation be granted a
special use permit to operate a restaurant with live entertainment and dancing in the
B- 2 zoning district. Roll Call, Ayes: Kellett, V. Johnson, Membrez and G. Johnson.
Nays: Demos.

Planning File 727 - Review of Comprehensive Development Plan

Presentation

Mr. Dwinell briefly reviewed a memorandum which he had prepared for the Planning
Commission regarding background data for the apartment study as it relates to updating
the Comprehensive Development Plan.

Discussion

The COImnission decided to hold a work session on Wednesday, February 21, at 7:30 P.M.
to further discuss the updating of the Comprehensive Plan as it relates to multiple
family dwellings. It was also proposed that a joint meeting with the Village Council
be tentatively scheduled for February 26.

RecoImnendation

jl,1r. Membrez moved and Mrs. Demos seconded, that the review of Comprehensive Development
Plan be laid over until the next Commission meeting. Roll Call, Ayes: Kellett,
V.
