<br />Planning Commission Min~~es <br /> <br />February 5, 1975 <br /> <br />The February 5, 1975, regular meeting of the Roseville Planning Commission was called to <br />order by Chairman Grauel at 7:30 P.M. <br /> <br />Members present: G. Johnson, V, Johnson, Membrez and Grauel, Cushing arrived at 7:35 <br />P.M. <br /> <br />Members absent: Durgin and Kellett, <br /> <br />Staff present: Midwest Planning Representative Howard Dahlgren, City Engineer <br />Terry Kramer and Assistant City Manager Steve North. <br /> <br />Approval of Minutes <br /> <br />Mr. G. Johnson Moved and Mr. Membrez Seconded, that the minutes of the regular meeting <br />of January 8, 1975, be approved. Roll Call, Ayes: G, Johnson, V. Johnson, Membrez and <br />Grauel. Nays: None. <br /> <br />Planning File 875 - Red Lobster Inn request for special use permit and variance to slgn <br />size at 1921 TH 36. <br /> <br />Presentation <br /> <br />Mr, Bob Greenan represented General Mills, of which Red Lobster is a wholly owned <br />subsidiary. General Mills acquired the Red Lobster Inns in 1970. The Red Lobster <br />is a restaurant specializing in seafood. Mr. Greenan indicated that they are also <br />applying for an on-sale liquor license which will be considered by the City Council at <br />its February 10th meeting. Mr. Greenan stated that in addition to the special use for <br />the site plan, the applicant is requesting a variance to sign size. A 70 square foot <br />sign is permitted and a 93 square foot sign is proposed, <br /> <br />Discussion <br /> <br />~ <br /> <br />Mr. Dahlgren indicated that the proposed sign has a reader board. He stated that ln <br />the B-l-B zoning district there are no existing signs with a reader board. He commented <br />that perhaps it would be more appropriate to enlarge the nameplate portion of the sign <br />from its approximately 60 square foot as proposed to 90 - 100 square feet; and that the <br />reader board portion of the sign, proposed as approximately 30 square feet be deleted. <br /> <br />Mr. Greenan indicated that if the Commission were to recommend against the reader board <br />that he would request that they consider the other standard size nameplate sign for <br />Lobster Inn which is 113 square feet, Mr. G. Johnson commented that he was not opposed <br />to a reader board. Mr. V. Johnson felt that to permit a reader board on Highway 36 would <br />be a bad policy to establish. <br /> <br />Mr. Dahlgren suggested that the applicant by doing some internal movement of his curbs <br />could increase the size of the parking spaces from 18 feet in length to 20 feet. He also <br />indicated that the landscaping plans submitted include species which are not adaptable <br />to Minnesota's climate. He suggested that the plan be revised using species suitable for <br />our climate and also that treapplicant should consider including deciduous shade trees, <br />
