<br />ROSEVILLE PLANNING COMMISSION MINUTES <br /> <br />WEDNESDAY, JULY 6, 1983 <br /> <br />The July 6, 1983 regular meeting of the Roseville Planning Commission was <br />called to order by Chairman John Rukavina at 7:30 p.m. <br /> <br />Members Present: Johnson, Dressler, Matson, Moeller, Wiski, and Rukavina. <br /> <br />Members Absent: Berry. <br /> <br />Staff Present: Council liaison Al Kehr, Howard Dahlgren, Dave Drown, and <br />Ron Moorse. <br /> <br />Approval of Minutes <br /> <br />Dressler moved and Moeller seconded that the minutes of the regular meeting of <br />June 1, 1983 be approved. Roll Call, Ayes: Johnson, Dressler, Moeller, Wiski, <br />and Rukavina. Nays: None. Abstain: Matson, because he was absent form the <br />meeting. <br /> <br />Planning File 1436 - Housing Alternatives in the R-l Zoning District <br /> <br />Presentation <br /> <br />Guy Peterson and Ana Stern, of the Metropolitan Council Housing Division, <br />presented background information on the metropolitan housing situation. <br />Topics included housing in the 80's, trends that affect housing, what it <br />takes to buy a home today, how regulations affect housing costs, pros and <br />cons of accessory housing, and common housing issues and concerns. <br /> <br />Discussion <br /> <br />Rukavina requested Mr. Peterson provide the Commission with information regarding <br />the characteristics of both occupants and owners of accessory housing in the <br />metropolitan area. <br /> <br />Mr. Dahlgren indicated the City of Roseville has been flexible in its regulations <br />relating to housing for many years. Policies on lot size, housing densities, <br />and duplexes are examples of regulations designed to encourage housing alternatives. <br /> <br />Rukavina raised a question concerning the constitutionality of placing requirements <br />such as owner occupancy on accessory apartments. <br /> <br />Mr. Peterson indicated there are legal precedents for such requirements. <br /> <br />Staff will provide Commission members wit~ a copy of the City's duplex ordinance <br />and with information on duplexes in Roseville, including their numbers and <br />locations. <br />
