Roll Call, Ayes: Dressler, Berry, Matson,
Moeller, and Rukavina. Nays: None.

Planning File 1470 - Margolis Brothers Company request for special use permit
at 295 Larpenteur.

Presentation

Howard Dahlgren summarized the proceedings of the November 2, 1983 Commission
meeting leading to the continuation of action on Margolis Brothers Company's
application. The Commission had directed staff to prepare a report concerning
Margolis Brothers Company's compliance with the existing special use permit.
Ron Moorse presented the report, describing several areas of noncompliance.
These areas included the size of the equipment storage area, screening on the
north and northeast sides of the site, employee parking along the Larpenteur
Avenue fence, the location of topsoil and landscaping materials, and the use
of a semi-trailer for storage in the southwest corner of the site.

Discussion

Mr. Irv Margolis indicated the company has more equipment because the business
has grown since the issuance of the special use permit. He also indicated a
new storage building might help to improve the situation by providing enclosed
storage space.

Matson asked what the semi-trailer is used for. Margolis indicated fertilizer
and other supplies are stored in the trailer.

Berry asked Mr. Margolis whether he knew he was not conforming to the special
use permit at the time of the expansion.

Mr. Margolis explained he was aware he was not in compliance with the special
use permit, but he needed to expand as his business grew. He indicated he had
worked with the City Planner to work out compromise solutions.
