<br />Roseville Planning Commission Meeting <br /> <br />Wednesday, November 7, 1984 <br /> <br />The November 7, 1984 regular meeting of the Roseville Planning Commission was <br />called to order by Chairman Donn Wiski at 7:30 p.m. <br /> <br />Members Present: <br /> <br />Berry, DeBenedet, Dressler, Johnson, Matson,Moeller and Wiski. <br /> <br />Members Absent: <br /> <br />None. <br /> <br />Staff Present: <br /> <br />Council liason Al Kehr, Planning Consultant Paul Blais, <br />David Drown and Ron Moorse. <br /> <br />Approval of Minutes <br /> <br />Matson moved and Dressler seconded that the minutes of the regular meeting of <br />October 3, 1984 be approved. <br /> <br />Roll Call, Ayes: Berry, DeBenedet, Dressler, Johnson, Matson,Moeller and Wiski. <br /> <br />Nays: None. <br /> <br />Planning File 1554 - American Redevelopers, Inc. request for variance at 1665 <br />County Road B2. <br /> <br />Presentation <br /> <br />Paul Blais indicated that in January of this year, American Redevelopers, Inc. <br />received approval for a shopping center on this site. Because the construction <br />bids came in over budget, they are now proposing changes to the center which require <br />a variance to parking requirements. The major changes to the center are a reduction <br />from three stories to two stories, and a change from deck parking to on-grade parking. <br />The current parking proposal requires 749 parking spaces. The applicant is proposing <br />682 spaces. This is approximately ten percent below what is required. Mr. Blais <br />indicated that recent studies show that regional shopping centers may require'4.5 <br />spaces per thousand square feet, rather than the City's 5 spaces per thousand square <br />feet. Mr. Dreher, representing the applicant, indicated that it could be possible <br />to provide the required parking if some of the internal parking lot landscaping and <br />amenities were eliminated. He indicated that in discussions with City~~taff, he was <br />encouraged to include the landscaping and amenities. Hr. Dreher also indicated that <br />they are working toward an agreement with the adjacent Savings and Loan for use of <br />their lot during non-banking hours. Mr. Blais indicated that all original setbacks <br />are observed in the revised plan. He also indicated that a proper landscaping plan <br />to the north of the building is very important. <br />
