He also has not observed a parking problem on the site. Dahlgren suggested that as long as we know it is possible to reconfigure the parking to work, it is not a problem. Berry asked whether the Commission is obliged to obtain the dedication of right-of- way. Wiski indicated it has been City policy to obtain right-of-way upon request for a variance, but that the City has varied the amount of right-of-way required in the past. Matson suggested the dedication should be up to the sign, so that the sign is not in the right-of-way. Drown indicated the Commission could require all of the right-of- way to be dedicated, and allow the sign to remain in the public right-of-way. Dressler indicated she would like to see some greenery added to the site. Matson indicated nothing will grow near the street. Johnson indicated the properties along Fairview have landscaping near the street. Recommendation Matson moved, and Berry seconded that the Planning Commission recommend approval of Kenneth Schwalbach's request for variances to bring the existing building into conformance with City Code at 2611 Rice Street, with the following conditions: 1) That additional right-of-way be dedicated to provide a total of 49.5 feet, providing that the existing sign may remain in the right-of-way. 2) That the project be constructed per plans dated 11-21-84, which include curbing and landscaping in the front of the parking area.
