<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 6 <br /> <br />Wednesday, July 13, 1988 <br /> <br />Dahlgren pointed out to the commission that the objective of this <br />study is to add value to the property in the area. Dahlgren <br />stated that the intent of the plan is to guide future land use, <br />not present land use. Dahlgren commented that there has been no <br />formal MN Dot or DNR approval concerning the roadway changes, but <br />that City staff has contacted these agencies informally and their <br />reaction was that it could be done. Dahlgren pointed out that <br />the cost of the interchange would be responsibility of the city <br />and not the state. Dahlgren informed the commission that the <br />city is not encouraging the trucking terminals to leave, but the <br />historical pattern is that they will, and that this plan is <br />important to have in place to ensure that the new development <br />occurs in the right way. Dahlgren stated that the change will <br />occur and the city can't ignore it, but should plan for it. <br /> <br />Waldron stated that staff had no disagreement with the housing <br />and office service potential discussed in the Northwestern <br />Associates Consultants study, but that the city was more <br />encouraged with the long term potential for office development in <br />the area. Waldron commented that staff sees more potential for <br />retail because of the potential discussed in the PFS study for <br />certain types of retail such as super stores, fill in, <br />retail/wholesale, auto malls, and recreational services. Waldron <br />informed the commission that in recent discussion with the <br />McComb Associates, they had indicated that there is additional <br />retail potential possible in Roseville. Waldron stated that <br />based on this information and the interest of retail developers <br />which have been expressed to staff, that the city is confident <br />that there is enough retail potential to carry out this plan. <br /> <br />Waldron informed the commission that Tax Increment Financing <br />would work because worst case projections indicate revenues would <br />meet needs, in all likelihood that tax increment would not be <br />needed on all sites, the ability to go to a longer term if <br />necessary, the ability to pool districts, the ability to modify <br />existing districts to include new proj ects, and the ease in <br />qualifying trucking terminals because aging buildings, hazardous <br />waste, and fuels. <br /> <br />DeBenedet asked if the city has relocated interchanges before. <br />Dahlgren responded that the city moved an interchange on the west <br />side of 35W for the Nielsen office project. <br /> <br />DeBenedet inquired if improvements were being made during <br />expansions which have been occurring in the area. Dahlgren <br />replied that property owners have been voluntarily improving the <br />appearance their buildings with expansions. Dahlgren also <br />
