<br />9 <br /> <br />Chairperson Johnson closed the public hearing. <br /> <br />Commissioner Berry indicated she was troubled at how the proposal <br />has evolved, and that she was astonished that Mr. Kaufhold would <br />purchase the property without a contingency for city approval. <br />Berry indicated that the proposal was tabled at the previous <br />meeting to get information on the intent of the post office, and <br />no additional information to make a decision has been provided. <br />Berry indicated that the site may not be a bad place for a post <br />office, and that the B-1 zonings seemed to be a good comprise. <br />Berry indicated that she would hate to lose park land. Berry <br />indicated that the commissions role is not to look at how much <br />was paid for the land, but to decide if the proposal is an <br />appropriate land use. The commission can only react to the <br />proposal. <br /> <br />Chairperson Johnson indicated she was not uncomfortable with the <br />time it has taken to go through the process based on her <br />experience with the reuse of Johannah Jr. High. <br /> <br />DeBenedet indicated that while he agreed somewhat that the role <br />of the commission is not to review financial information that it <br />has been given, and that it paints a slanted picture. DeBenedet <br />indicated that the commission was being asked to double the <br />co~~ercial zoning of anyone of the other three corners, but that <br />this would be offset by the fact that the other corners are B-3, <br />which would allow more intensive use than the B-1 or B-2 being <br />proposed on the site in question. DeBenedet indicated that <br />rezoning parcel A to B-1 and allowing a post office by a special <br />use permit seemed to be a good compromise. The site would be too <br />small for a number of uses permitted in the B-1 district, and <br />that most special use permit uses would be good transitional uses <br />adjacent to residential neighborhoods. DeBenedet indicated that <br />the nature of the corner would indicate that it may be <br />eventually rezoned to business, and that the proposal would <br />provide the least negative impact. DeBenedet indicated that the <br />maintenance of the park land was good. DeBenedet questioned <br />whether or not the post office would go there and whether or not <br />the city would eventually buy the park land. DeBenedet indicated <br />that with some assurance from the post office, he could support <br />the project. <br /> <br />Stokes indicated that land use change usually involves <br />compromise. The neighborhood objective is keeping the park land <br />which would be met by the proposed compromise. Stokes indicated <br />that in this case, everyone would win a little and lose a little <br />and that if there were some assurance that the post office would <br />move forward, he could support the proposal. <br /> <br />Moeller indicated he was concerned about turning the project <br />down, because the park land would be lost. Moeller indicated <br />that the compromise position looks like a good alternative. <br />
