<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page#14 <br /> <br />Wednesday, April 6, 1988 <br /> <br />are a problem, and would especially be a problem at this location <br />because of the high traffic levels on County Road C and Snelling. <br />Ruvelson pointed out that the size of the sign would allow the <br />total message of the sign to be viewed at one time which would <br />reduce the safety hazard. <br /> <br />DeBenedet questioned the wall height and landscaping proposed on <br />the sight. Paige summarized the wall and landscaping on the <br />site. Dahlgren stated that the proposed landscaping was <br />sufficient. <br /> <br />Michael Platt from Discus Corporation, owners of the Fuddruckers <br />and Beanery restaurants, testified that he was concerned about <br />the development on this parcel adversely affecting his business <br />because his businesses lose visibility from County Road C and <br />Snelling. Dahlgren pointed out the history of the site and <br />encouraged Platt to analyze the situation and propose signage <br />changes to help the visibility of his business. Dahlgren also <br />stated that the proposed extension of Terrace Drive west of <br />Snelling would result in more traffic north of Fuddruckers which <br />would not be affected by the proposed buildings on the Fine site. <br /> <br />Robin Roberts from Investors Savings Bank, indicated that they <br />were excited about being in Roseville and that because of the <br />competitive banking market, the time/temperature message sign is <br />important to them. Roberts said that they would follow the rules <br />and would keep the message on longer if so desired. Dahlgren <br />testified that he shared the safety concerns of the Public Works <br />Director, and felt that a workable solution could be worked out <br />with staff, and if not, a variance could be applied for. <br /> <br />Johnson closed the public hearing. <br /> <br />Berry moved, DeBenedet seconded to recommend approval of the <br />special use permit, PUD plan and lot division with the following <br />conditions. <br /> <br />1. That the signage be worked out with staff. <br /> <br />2. That the third stage of redevelopment be completed as a <br />plat. <br /> <br />3. That the development proceeds as per the plans <br />submitted to the Planning Commission on April 6, 1988. <br /> <br />4. That drainage, landscaping, and engineering details be <br />subject to final staff approval. <br />
