<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Pagett <br /> <br />8 <br /> <br />Wednesday, June 1, 1988 <br /> <br />District 916 so the school use will continue at least three years <br />on the site and they may always have need for the space. <br />Kaufhold asked for the name of the interested developer which <br />city staff has been talking to. Jopke summarized the status of <br />the negotiations with potential other developers for the site. <br />Kaufhold replied that he did not know the city was negotiating. <br />Dahlgren pointed out that these discussions were going on with <br />Kaufhold knowledge. <br /> <br />Kaufhold stated that his proposed use is consistent with the <br />single family neighborhood, would not require any rezoning or <br />resul t in traffic increases, would continue the use of a good <br />building, and future single family homeowners would be made <br />aware of the possibility of future use changes at the school <br />building. No other uses would be possible on the site, that they <br />had a waiting list for the lots, and that they would require no <br />subsidy from the city for this development. <br /> <br />Kaufhold pointed out that the plat addresses all of the concerns <br />previously expressed. Kaufhold added that the city had not <br />required a park dedication on another piece of property on <br />victoria Avenue. He has offered to make the land available for <br />park at less than he could get for the sale of single family lots <br />and viewed the continued denials by the city as an attempt to <br />extort the park land from him. The delay has caused him higher <br />interest rates, and may subject the city to high damages if he is <br />denied and the matter would go to court. Kaufhold stated that he <br />must have the plat approved now, but would be willing to hold off <br />the sale of lots for thirty days if the city was interested in <br />pursuing them for park purposes. <br /> <br />Johnson said that a 2-3 year lease would not be permanent <br />solution on this site. Kaufhold responded that it was a good <br />building and that he would lease it to another school use if 916 <br />were to leave. <br /> <br />Goedeke testified that the 916 use is short term use on that <br />particular site. A bond issue was passed and arrangements made <br />in other areas for new facilities. A decision for new facilities <br />in Roseville will be made when a decision is made concerning the <br />high school. The high school decision is being studied by a <br />citizens committee and a decision is due shortly. <br /> <br />Bierscheid testified that the current plan for the site has not <br />been reviewed by the city Park and Recreations commission, and <br />that the site was not listed in the new parks brochure because of <br />the uncertainty about how the property would be used. <br />
