<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 4 <br /> <br />Wednesday, July 13, 1988 <br /> <br />Nays: <br /> <br />Stokes, Moeller, Goedeke <br /> <br />Planninq File 1875 <br /> <br />Public Hearing concerning Comprehensive Plan Amendment for Twin <br />Lakes Redevelopment Area. <br /> <br />Presentation <br /> <br />Johnson introduced the matter and pointed out that this proposed <br />plan is in response to rezoning actions that have been occurring <br />in the area at the request of land owners. <br /> <br />Dahlgren pointed out that the intent of this plan is not to force <br />anyone out but to create a framework to enhance the value of the <br />property in the area and to enhance the city in general. <br /> <br />Dahlgren presented background slides showing the area and the <br />important factors including the influence of the adjacent center <br />point development, freeway access, proposed roadway location, <br />history of the trucking industry, and the alternative and current <br />redevelopment plans that have been explored. <br /> <br />Dahlgren discussed the freeway access relocation, pointing out <br />that the relocation was necessary to correct an existing traffic <br />problem on Cleveland. Dahlgren pointed out that the relocation <br />has not been formally approved by DNR, but preliminary concept <br />approval has been given. <br /> <br />Dahlgren stated that the new road through the area is necessary <br />to open up the interior and increase the value of the property. <br />Dahlgren testified that there would be no noise or traffic impact <br />from this new roadway to the single family area to the north. <br />Dahlgren informed the commission that the added language and <br />interim map in the Comprehensive Plan emphasizes that the <br />existing property owners can stay if they want, that the decision <br />is up to the owner when change occurs. Dahlgren also pointed out <br />that a B-4 zoning of the area would allow existing uses to stay <br />and expand. Dahlgren testified that the city's desire is to work <br />with property owners as part of the free enterprise system to <br />bring about mutually beneficial development. <br /> <br />Carlson summarized the design framework manual including it's <br />purpose, the architectural standards; landscape framework, <br />screening, site lighting, signage and pedestrian circulation. <br /> <br />Gisvold, introduced himself as an attorney representing six <br />property owners who own substantial property area in the Twin <br />
