<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 4 <br /> <br />Friday August 19, 1988 <br /> <br />DeBenedet pointed out that other facilities in the area have B6- <br />12 curb and that it would be a small part of the total cost to <br />bring the curbing up to code. <br /> <br />Keel summarized the drainage issues and stated that catch basins <br />may be required as well as a permit from the Rice Creek Water <br />Management Board. <br /> <br />DeBenedet questioned whether ponding would be necessary on this <br />site if the adjacent pond serves the area. Keel responded that <br />a drainage plan is necessary to determine how the drainage will <br />be handled. <br /> <br />Moeller pointed out that the parking lot would have to be torn up <br />to provide a catch basin in the area. <br /> <br />Johnson asked what engineering would see prior to the city <br />Council. Keel responded that they would need rough concept plans <br />with final details being submitted before staff approval. <br /> <br />Grant expressed his concern about providing catch basins because <br />they are a high expense item. Keel outlined where catch basins <br />could be provided with a minimized expense. <br /> <br />Berry moved, DeBenedet seconded to recommend approval of <br />variances to the city floor area ratio and curbing requirements <br />with the following conditions: <br /> <br />1. That the drainage plan be submitted for city and staff <br />approval. <br /> <br />2. That sidewalk be constructed or funds escrowed for future <br />sidewalk construction along Long Lake Road. <br /> <br />3. That a landscape plan be submitted for staff approval which <br />provides for additional landscaping along the south and west <br />sides of the site. <br /> <br />4. That the bituminous parking area be repaired. <br /> <br />5. That concrete perimeter curbing be constructed around the <br />bituminous parking area. <br /> <br />Maschka indicated a concern that curbing of the back lot would be <br />unreasonable. Moeller stated that curbing around the parking <br />area does not seem to serve a purpose, and that the city would <br />not be gaining anything by that requirement. <br />
