ROSEVILLE PLANNING COMMISSION

Paget 4

Friday August 19, 1988

DeBenedet pointed out that other facilities in the area have B6-
12 curb and that it would be a small part of the total cost to
bring the curbing up to code.

Keel summarized the drainage issues and stated that catch basins
may be required as well as a permit from the Rice Creek Water
Management Board.

DeBenedet questioned whether ponding would be necessary on this
site if the adjacent pond serves the area. Keel responded that
a drainage plan is necessary to determine how the drainage will
be handled.

Moeller pointed out that the parking lot would have to be torn up
to provide a catch basin in the area.

Johnson asked what engineering would see prior to the city
Council. Keel responded that they would need rough concept plans
with final details being submitted before staff approval.

Grant expressed his concern about providing catch basins because
they are a high expense item. Keel outlined where catch basins
could be provided with a minimized expense.

Berry moved, DeBenedet seconded to recommend approval of
variances to the city floor area ratio and curbing requirements
with the following conditions:

1. That the drainage plan be submitted for city and staff
approval.

2. That sidewalk be constructed or funds escrowed for future
sidewalk construction along Long Lake Road.

3. That a landscape plan be submitted for staff approval which
provides for additional landscaping along the south and west
sides of the site.

4. That the bituminous parking area be repaired.

5. That concrete perimeter curbing be constructed around the
bituminous parking area.

Maschka indicated a concern that curbing of the back lot would be
unreasonable. Moeller stated that curbing around the parking
area does not seem to serve a purpose, and that the city would
not be gaining anything by that requirement.
