<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Pagel 7 <br /> <br />Wednesday, October 12, 1988 <br /> <br />Rohdy asked if sidewalks were being provided on County Road B2 <br />and Dale. Wilson replied that they will be installing sidewalks. <br /> <br />Elena Ostby, 430 County Road B2, asked if restricted covenants <br />could be placed on the lots to maintain quality. Dahlgren <br />responded that private development can put covenants but the <br />experience in Roseville is that covenants are not necessary <br />because good quality development will be provided. <br /> <br />Ostby asked who paid Barton-Aschmann for the traffic study and <br />stated that the study is biased and did not consider all the <br />factors. Wilson replied that the developer paid for the study <br />and that he felt the study adequately addressed the traffic <br />issued. Keel pointed out that the City suggested Barton-Aschmann <br />to the developer and the City and the Public Work Staff are <br />comfortable with Barton-Aschmann's work. <br /> <br />Pat Rose, 818 Sextant Avenue, asked if citizen input was provided <br />for the study of the need, location and financing of a rec <br />center. Bierschied summarized the process used to study the need <br />and make recommendations concerning the community recreation <br />center. <br /> <br />DeBenedet <br />committee <br />that the <br />hearings. <br /> <br />asked if the meetings of the citizens advisory <br />were advertised public hearings. Bierschied responded <br />meetings were open but were not advertised public <br /> <br />Kaufmann pointed out that the Planning Commission had stated <br />concerns concerning the accuracy of the traffic study by Barton- <br />Aschmann for the Can-Am project. Johnson stated that <br />commissioners consider all information in there deliberations. <br />Berry stated that the concern with the Barton-Aschmann study for <br />the Can-Am project was directed toward the shopping center. <br /> <br />Al Wandersee, 2954 Hamline, questioned providing money for more <br />parks when the City does not properly maintain existing parks <br />like Cottontail Park in his neighborhood. Bierschied replied <br />that he would work with the neighborhood to address their <br />concerns about Cottontail Park. <br /> <br />Robert Pankonin, 2508 Matilda, questioned the validity of the <br />citizens committee which did the rec center study and stated that <br />the City should take time to make sure they get a project that <br />the community really wants. <br /> <br />Gary Lyon, 495 Lovell, reviewed alternative plans for the site. <br />Lyon also questioned the proj ected costs of the water tower, <br />what percentage of the tax bill stays in Roseville and how would <br />
