<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Pagel 9 <br /> <br />Wednesday, October 12, 1988 <br /> <br />Jim Westby stated that Don Valento has stated that Tax Increment <br />Financing is bad and that he is working to change the <br />requirements. <br /> <br />Gerri Salverda, 2873 Hamline Avenue, spoke in favor of the <br />project. <br /> <br />Rohdy read a position paper from the B2-Dale Neighborhood <br />Association which opposed the project for reasons including that <br />the zoning is inconsistent with the surrounding area, that tax <br />increment financing is not needed, that there is no need for <br />additional high density housing, that the proposed project will <br />burden police, fire and utilities, that the vietnamese Church <br />needs to be protected, that while the recreation center is <br />needed, the City is going about it the wrong way, and that <br />attractive alternative plans are available. Rohdy pointed that <br />everyone gets something but the community in this case, and that <br />the housing should stand on its own merits. <br /> <br />Joan Hall, 302 Minnesota, stated concern that pedestrian safety <br />has not been considered and that the citizens have not had <br />adequate say in how the rec center will be done. <br /> <br />A representative of the vietnamese Church stated that the new <br />public road is not needed by the temple and that spiritual values <br />have to be considered. The representative stated that the temple <br />needs space around it so that they could adequately practice <br />meditation which is an important part of their religion. The <br />representative asked that the Planning Commission consider their <br />needs before voting on this project. <br /> <br />Pastor Braun from the King of Kings Church stated that his <br />congregation is not against the proposal. <br /> <br />Johnson closed the public hearing. <br /> <br />Johnson stated that staff is carrying out the policies of the <br />City Council and that if the citizens have objections to tax <br />increment financing policy, they should go to the City Council <br />and that they would appreciate their input. <br /> <br />Berry stated that she was troubled with the misinformation about <br />tax increment financing and encouraged citizens to examine <br />sources of information about tax increment financing carefully <br />in that Valento had opposed adding restrictions on tax increment <br />financing in the past and has benef i tted from tax increment <br />financing in Little Canada. <br />
