<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page# 8 <br /> <br />Wednesday, March 1, 1989 <br /> <br />DeBenedet moved, Berry seconded to approve the staff recommended <br />changes to the City's land dedication requirements. <br /> <br />Berry testified that she was sympathetic to Mr. Reiling's <br />concerns but changes have increased the number of participants <br />and at the same time there is less land available for recreation. <br />Berry said that there is an enormous need which couldn I t be <br />anticipated when the original bond issue was passed. <br /> <br />Goedeke stated that there are new circumstances and new needs and <br />now is the time to go for a new method of financing. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />DeBenedet, Berry, <br />Moeller, Johnson <br /> <br />Goedeke, <br /> <br />Stokes, <br /> <br />Nays: <br /> <br />None <br /> <br />Other Business <br /> <br />Proposed Park and Recreation referendum. <br /> <br />Presentation <br /> <br />Bob Bierschied summarized the history leading up to the decision <br />to have a referendum on May 2, 1989. Bierschied summarized the <br />needs, components, and costs of the proposed referendum. <br /> <br />Johnson inquired if the senior citizen's needs will continue to <br />be met. Bierschied replied that while the number of seniors will <br />continue to grow, he felt that they will be able to meet those <br />needs through continued use of the schools and through space in <br />the new Community Center. <br /> <br />Berry testified that she liked the proposed teen center and that <br />it had been talked about since the 60's and nothing has been done <br />to provide facilities for teens. Berry added that the City <br />should make sure facilities are handicap accessible and that a <br />number of facil i ties are not today. Berry questioned if there <br />would be adequate accessible parking lots. Bierschied responded <br />that the parking at the ice arena will double but careful <br />programming is still necessary to insure there is adequate <br />parking available. <br /> <br />- <br /> <br />Berry testified that the general plantings in central park should <br />be maintained and adequately watered. Bierschied pointed out <br />that the new half time nature center naturalist will assist in <br />developing a maintenance plan, an intern will be doing a complete <br />
