Dahlgren discussed with the <br />commission the problems with providing rooftop screening. <br /> <br />Keel summarized Engineering concerns which have been addressed <br />with the current proposal including drainage and sidewalks. <br /> <br />Jack Amdahl summarized the proposed changes including retaining <br />walls, pedestrian access, catch basins, enclosed trash rooms, <br />site lighting, exterior materials, and rooftop screening. <br /> <br />Johnson stated that this was a good proposal except for painted <br />block. Johnson stated that the City must maintain consistency <br />with past action. Amdahl replied that the painted block areas <br />would be screened from view and not be visible from the public <br />right-of-way. Amdahl pointed out that the areas which would be <br />visible would be stucco. <br /> <br />wietecki asked what the reasons for the policy on equal quality <br />was. Dahlgren responded that the policy was there to ensure that <br />buildings don't have fancy fronts and bad backs. Dahlgren added <br />that the job now was to encourage renewal to have new and <br />remodeled buildings with consistent treatment on all four sides. <br />Dahlgren stated that with a major remodeling such as with this <br />case, it would be appropriate to consider consistent quality on <br />all four sides. Dahlgren added that stucco would be an <br />appropriate exterior material but there would be structural <br />problems in adding brick on all four sides. <br /> <br />Wietecki testified that there is a difference between a project <br />such as Rosedale and a smaller proj ect. Wietecki questioned <br />whether the city would vary this policy in any case. Dahlgren <br />responded that there were no cases where the City has not <br />required consistent quality. Dahlgren stated that it would be a <br />matter of judgement if a particular case is worthy of a variance. <br />
