Waldron stated that the <br />presentation tonight would focus on where the capital <br />Improvement's plan impacts on the comprehensive plan. <br /> <br />Burrell summarized the process used in developing the Capital <br />Improvements Plan including overall uses and ratios and funding <br />sources. Keel summarized storm sewer projects, MSA street <br />improvements, pathways, Rosedale area traffic improvements, and <br />the proposed water system study. <br /> <br />Waldron highlighted the tax increment related projects. <br /> <br />Burrell summarized parkland acquisition and general improvement <br />projects. <br /> <br />DeBenedet asked if the potential roadway <br />Lakes were proceeding on a friendly basis. <br />the status of the negotiations. <br /> <br />acquisition in Twin <br />Waldron summarized <br /> <br />DeBenedet said that statements were made in the planning process( <br />that the City would not condemn the property. <br /> <br />Berry questioned if there were any plans <br />replacement of the Reiling Co. water lines. <br />there were no undue problems with those lines. <br /> <br />to review the <br />Keel replied that <br /> <br />Stokes stated the City should reconsider its policies on use of <br />tax increment financing. stokes said that tax increment <br />financing should be used in down areas and not areas such as <br />Rosedale. Waldron replied that it was the city's position that <br />because Rosedale contributes to the traffic problem therefore( <br />they should also contribute its solution. Waldron added that <br />infrastructure improvements are eligible tax increment financing <br />uses and there has been no change in City philosophy. Waldron <br />added that he anticipated discussions about this matter with the <br />new Council. <br />
