ROSEVILLE PLANNING COMMISSION

page#19

Wednesday, June 6, 1990

Nayes:

None

other Business

Ordinance amendment to clarify outside storage requirements.

Presentation

Shardlow read the proposed ordinance amendment and summarized the
background and need for the amendment.

DeBenedet moved and Goedeke seconded to recommend approval of an
ordinance to clarify standards which are applied when reviewing
requests for special use permits for outside storage and
merchandising.

Roll Call:

Ayes:

Stokes, Roberts, DeBenedet, Wietecki,
Berry, Goedeke, Johnson

Nayes:

None

Ordinance amendment to allow marinas as a special use in a R-1
zoning district.

Presentation

Shardlow summarized the background and need for the proposed
amendment.

Johnson pointed out that this is an amendment to the ordinance
and not a review of any specific site.

Johnson pointed out that under the ordinance, anyone can come in
and be considered for a special use permit on its own merits.

DeBenedet stated that a special use can't be turned down without
some public welfare justification.

Shardlow stated that special use permit uses are uses generally
permitted with certain conditions.

DeBenedet stated that anyone else could come in and attempt to
set up a marina. Shardlow replied that they could apply for
special use permits to do it and that the City could set
performance standards which must be met.

DeBenedet questioned whether the existing marina on Lake Owasso
could continue as is as a non-conforming use. Shardlow replied
that they could continue only on the original lot.
