<br />ROSEVILLE PLANNING COMMISSION <br />April 8, 1992 <br /> <br />Pagel <br /> <br />4 <br /> <br />in the cemetery which would cause problems to this quiet area. The <br />residents stated that the R-1 zoning of the site should remain. <br /> <br />Henry Lindner, 1478 Dale street, stated that he had personal <br />feelings for the area because he grew up there, that the project <br />would result in similar development all the way to st. Albans which <br />would have an adverse effect on property values of the existing <br />single family residences. Mr. Lindner stated that the project <br />would result in too many people in the area, that the project could <br />block the sun from adjacent residences, and that this is a <br />beautiful area that deserves to be preserved. <br /> <br />An unidentified resident questioned why the site has been <br />designated for medium density residential use. <br /> <br />Nancy Desert, from Roma Avenue, stated that there are no townhouses <br />in the area and it is predominantly single family so the site <br />should be developed as single family, consistent with the existing <br />neighborhood. Ms. Desert questioned what the benefit to the city <br />would be other than increased taxes. Ms. Desert stated that this <br />was a special neighborhood that needed to be protected and that the <br />benefits of the project would not outweigh the negatives. <br /> <br />Richard Busse, the owner of the site in question, stated that he <br />loved the area as much as anybody and would hate to see it go and <br />does not wish to offend the neighborhood. Busse indicated that he <br />did not believe the proposal would adversely affect the pond <br />because of the distance and that maybe additional kids would be <br />allowed to enjoy the pond like he did. <br /> <br />MOTION <br /> <br />wietecki moved and Roberts seconded a motion to approve Heritage <br />Development of Minnesota, Inc. 's request for rezoning from R-1 to <br />PUD for the construction of a 30 unit owner occupied townhouse <br />project at 725 W. Larpenteur Avenue with the following conditions: <br /> <br />1. That the play area be enlarged because the site is isolated <br />from parks. <br /> <br />2. That the buffer strip be enlarged to protect Sweeney Pond. <br /> <br />3. That the detention pond be constructed and maintained in <br />accordance with Metropolitan Council guidelines. <br /> <br />4. That large caliper trees be planted adjacent to Sweeney Pond <br />to screen Sweeney Pond and the adjacent single family <br />residential area from the project. <br /> <br />5. That a development agreement and letter of credit if necessary <br />be executed with the developer to protect the Sweeney Pond, <br />and to insure proper maintenance of the detention pond and <br />landscaping. <br />
