's request for a special use permit for an automobile <br />service use, rezoning from B-4 to 1-1 to PUD and approval of a <br />general concept PUD plan at the northwest quadrant of the <br />intersection of County Road C and Snelling Avenue. <br /> <br />Presentation <br /> <br />Shardlow presented the history of the site and the surrounding <br />area. Shardlow highlighted the specific proposal, access, uses, <br />and objections which staff has received from adjacent land owners. <br /> <br />Discussion <br /> <br />Issues discussed included curb cut locations, interior setbacks, <br />signage, landscaping, sidewalk, exterior building materials, access <br />easement, recovery systems for wastes, and whether the proposed <br />structures would fit the character of the surrounding structures. <br /> <br />citizen Testimonv <br /> <br />Mr. Clock, representing Byerly's, expressed concern about the <br />effect of the proposal on the visibility of the Byerly's store, <br />whether there would be outside storage and whether the proposed car <br />wash would pose stacking problems on County Road C. <br /> <br />MOTION <br /> <br />Goedeke moved and Harms seconded a motion to approve Har Mar Inc. 's <br />request for a general concept PUD plan at the northwest quadrant of <br />the intersection of County Road C and Snelling with the following <br />conditions: <br /> <br />1. That the landscape plan be modified and approved by City <br />staff. <br /> <br />2.
