<br />ROSEVILLE PLANNING COMMISSION <br />April 14, 1993 <br /> <br />page# <br /> <br />2 <br /> <br />Drive extension, and proposed right-of-way vacation and dedication. <br />Shardlow highlighted various aspects of the proj ect including <br />preliminary plat, ditch design, landscaping and buffering, building <br />location and design. <br /> <br />Lon Aune outlined the status and findings of the draft feasibility <br />study concerning the Lincoln Drive extension and for <br />improvement/maintenance of the ditch. <br /> <br />Paul Sentman introduced representatives from College Properties <br />Inc. and indicated that they have reached agreement with Mr. <br />Simpson on the purchase of the site on the corner of Lydia and <br />Snelling Avenue. <br /> <br />Peter Pfister discussed a site area summary and pointed out that <br />the proposed use fit the transitional nature of the site. Pfister <br />summarized the proposal including roadway system, grading, <br />drainage, trees to be saved, landscaping, building access, parking, <br />exterior materials and views of the site from adjacent residences. <br /> <br />Discussion <br /> <br />Issues discussed were sidewalk and pathway location, future light <br />rail transit impact, design of future phases, security, interim use <br />of the Simpson parcel, adequacy of roadway design for seniors, <br />possibility of stop signs on Lincoln Drive entrance to independent <br />living building, access to pond for maintenance purposes, and the <br />percentage of green area versus hard cover. <br /> <br />Additional issues discussed included the use of the proposed new <br />college building, drainage issues (design criteria used, pond <br />maintenance, and amount of metals and other debris removed), <br />potential for future parking ramp, garbage handling, amount of <br />traffic between campuses, need for additional evergreen screening, <br />traffic assumptions, lighting, height and density of other projects <br />in the community, the reasons for the 7 story height, and the <br />potential loss of commercial tax base due to the proposed rezoning. <br /> <br />Citizens <br /> <br />Hank Wells, 1651 Millwood Avenue, presented a letter indicating he <br />does not oppose the development but that he would urge the City to <br />resolve the existing drainage problem before the site is disturbed, <br />to leave the existing thicket intact, and that the motel should be <br />located in the northeast corner of the site away from the <br />residential area. <br /> <br />Wietecki closed the public hearing. <br /> <br />MOTION <br /> <br />Harms moved and Thomas seconded a motion to recommend City Council <br />approval of College Properties Inc. request for rezoning from R-1, <br />
