<br />Member Rengel stated that the design creates an intense layout but does not respect any <br />landscape on the site. He noted the soil problems, wildlife problems, and water problems. <br />He stated the project contains no sense of place. <br /> <br />Member Wall stated he was concerned about defining the market. Mr. Schaffer responded <br />the units would be rental townhouses, but in the future, would be sold for $100,000 each. <br />Member Wall expressed his concern about the lack of green space and too much building <br />and asphalt on this site. He also asked for further details regarding snow removal on the <br />site. <br /> <br />Member Thomas asked how much of the site was impervious. Mr. Schaffer agreed that <br />perhaps 75 percent of the site is impervious. <br /> <br />Member Wall asked for clarification regarding the access to the park and neighborhoods <br />to the north. Is there a walkway to the park and how is it constructed and controlled. <br /> <br />Member Thomas recommended that the impervious surface be reduced to 50 percent or <br />less and that the project be moved further west on the site to reduce the walls or buildings <br />viewed ITom the residences on the east side of the project. <br /> <br />K. Adams, 1747 Galtier, stated the traffic on GaItier is a problem. She also noted that <br />there is traffic ITom the apartment projects in the area and difficulty entering Rice Street <br />and Larpenteur. The soil in the area is peat and not buildable. There are accidents at <br />Galtier and Larpenteur regularly. She stated that the entrance on Larpenteur would have <br />to be 500 feet west of the GaItier site. She felt that the project was not realistic and too <br />small of a site. <br /> <br />Chairman Wietecki asked the staff to look at the soils and construction techniques <br />necessary on this site, methods of reducing the density, traffic demands, and design details. <br /> <br />Member Roberts asked that the staff and the developer look at methods of buffering the <br />site and providing year-around landscaping. <br /> <br />No action was necessary - no further comment taken. <br /> <br />7. PUBLIC HEARING ON THE REVISIONS TO THE COMPREHENSIVE GUIDE <br />PLAN. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested the Community <br />Development Director, Dennis Welsch, to provide some background regarding the <br />Comprehensive Planning process to date. <br /> <br />Chairman Wietecki asked for public comments. <br /> <br />15 <br />
