<br />5. Complete 5 master plans in 5 separate neighborhoods as identified in the land use <br />section of the Comprehensive Plan. <br />6. Establish a Citizens' Pathway Committee with staff designated ITom the park staff, <br />and complete the plan in the next 6 months. <br />7. Complete corridor plans on Highway 36, Rice Street, and Larpenteur Avenue. <br />8. Develop 4 to 5 Business Park Plans in the western portion of the City. <br />9. Create new programs for housing and neighborhood renovation. <br />10. Create specific environmental protection programs throughout the community. <br /> <br />The Planning Commission added that another implementation program should be to <br />complete the storm water management program for the entire community. <br /> <br />Chairman Wietecki summarized that the demographics for the Comprehensive Plan were <br />acceptable, and that the park plan south of Highway 36 needed to find an active site. In <br />addition, the land use transportation and housing sections had been reviewed. He stated <br />the Commission needed to develop a consensus on the changes within individual parcels <br />on the comprehensive plan map for a complete recommendation to the City Council on <br />September 12, 1994. The Commission then reviewed each of the 15 Planning Districts <br />and recommended the following changes for the Districts: <br /> <br />Comprehensive Plan Change Descriptions and Locations. <br /> <br />1-1 Business to Medium Density Residential (Old Hwy 8 and County Road D) NO <br />CHANGE. Remain Business. <br />1-2 High Density Residential to Medium Density Residential with PUD. (County Road C2 and <br />Hwy 88) <br />2-1 School to Park. (south of County Road D and east of Cleveland Ave.) <br />3-1 School to High Density/Park with PUD. (2800 Arona, current recreation offices) <br />3-2 Business to BusinessIMedium Density Residential. (Hamline Shopping Center) <br />3-3 School to Low Density Residential. (Hamline Ave. and Lydia) <br />4-1 Low Density Residential to Medium Density Residential (Victoria St and County Road <br />C) NO CHANGE. Remains Low Density Residential <br />6-1 Low Density Residential to Business. (Rice St. and County Road C) <br />6-2 Low Density Residential to Park and Water Ponding. (south ofWewers Rd. on Rice St.) <br />6-3 Church to Low Density Residential. (north ofHwy 36 and east of Dale St.) <br />7 -1 Institutional to Park. (Ball Field behind the American Legion on County Road C) <br />8-1 High Density Residential to Medium Density Residential. (duplexes on Fernwood Ct.) <br />8-2 Low Density Residential to Church.
