<br />Chairman Wietecki asked why there was a need for front yard setbacks in this case and <br />asked that the applicant seriously consider looking at raising the structure and rebuilding <br />a new structure on the site. Member Sandstrom concurred. <br /> <br />6. <br /> <br />(d) <br /> <br />Plannin~ File 2760: An ordinance amending the City Code of the City of <br />Roseville by adding Section 31,061 requiring the availability of certain <br />communication equipment giving access to emergency call number 911, prior to <br />doing any excavating, grading, surfacing or filling in the City of Roseville. <br /> <br />Chairman Keith Wietecki opened the public hearing and asked Dennis Welsch to provide <br />a background report and describe the request by the Pipeline Task Force. There was no <br />public comment. Chairman Keith Wietecki closed the hearing. <br /> <br />MOTION: Member Harms moved, seconded by Member Wall, to recommend approval <br />of Section 31.061 of the City Code requiring the availability of certain communications <br />equipment giving access to emergency call numbers 911 prior to doing any excavation, <br />grading, surfacing, or filling in the City of Roseville. <br /> <br />Roll Call: <br /> <br />Ayes: <br />Nays: <br /> <br />Wall, Sandstrom, Harms, Thomas, Wietecki <br />None <br /> <br />8. <br /> <br />(a) <br /> <br />Masterpiece Homes sketch plan for a townhome planned unit development on <br />the Whaley property, north of Roselawn Avenue and east of Lexington Avenue. <br /> <br />City Planner Michael Falk provided a background report on the Whaley property noting <br />that the zoning is R1 and the Comprehensive Plan designation has low density. To the <br />west of the site is a business zone. All other property is zoned R1. The Masterpiece <br />Home development proposes 16 townhomes on 3+ acres with private streets. <br /> <br />Member Wall asked if the Whaley house would be tom down (Yes). Chairman Wietecki <br />asked if there would be a change in the Comprehensive Plan (Yes, it would require a <br />change to medium density). <br /> <br />Gordie Howe, representing Masterpiece Homes, explained the layout and the open space <br />including a gazebo. He noted that, in order to make this project work, 16 single-level <br />townhomes would be required on this site. He stated he had met with the neighbors on <br />April 29, 1995, and will include many of the recommendations from the neighbors <br />including significant landscaping. He expressed concern about a 6' high fence along the <br />north property line. <br /> <br />Chairman Wietecki asked what the back of the units will look like and suggested that <br />they should have architectural interest since they will be viewed by the neighbors. <br /> <br />5 <br />
