<br />Chairman Keith Wietecki opened the public hearing and requested a background report <br />from Michael Falk. City Planner Michael Falk provided a review of the design <br />guidelines requiring that, when an existing parking lot is overlaid or rebuilt by more than <br />25 percent, new paving and concrete curb and gutter are required. The church is <br />requesting a variance from the east, south and north sides of the parking lot to eliminate <br />the need to construct a concrete curb at this time. The church foresees a time, in the near <br />future, when the development will occur along those three sides of the parking lot and <br />placing concrete curb there, at this time, would have been wasted material. The staff <br />recommended approval of the variance, because of the future possibilities of development <br />on or near that parking lot site. <br /> <br />There were no comments from the public. Chairman Keith Wietecki closed the hearing. <br /> <br />MOTION: Member Wietecki moved, seconded by Member Rengel, to recommend <br />approval of the variance from City Code Section 10-10.06 to allow "no curb" to be placed <br />adjacent to the Corpus Christi Church parking lot along the north, south, east edges for a <br />period of 5 years from approval (July 2000) after which the church will complete the <br />curbline. <br /> <br />ROLL CALL: <br /> <br />Ayes: Wietecki, Harms, Wall, Rengel, Rhody, Thein. <br />Nays: None <br /> <br />6. <br /> <br />(Q <br /> <br />Amendments to the Roseville Sien Ordinance of Section 14.150 and 14.155 <br />regarding lighter than air balloons, Section 14.155 regarding flags, Section <br />203.080 and 203.170 regarding outside storage. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested the staff report. <br /> <br />Community Development Director, Dennis Welsch, provided background information on <br />the proposed Sign Code Amendment requested by the City Council. The provisions of <br />the Amendment would clarify the definitions regarding signage; change the organization <br />of the sign code to read more clearly; create one section within the code which itemizes <br />prohibited signs; to place all temporary signs in one section; and to limit temporary signs <br />to 12 days, per year instead of 60 days; prohibit banners; clarify the use of "holiday" <br />signs. In addition, the proposed Sign Code would limit flags on anyone property <br />ownership to 4 flags per ownership. <br /> <br />The Planning Commission asked for further clarification to Section 1009.03A9 which <br />reads "Displays or features on any landscaped area except light poles." In this Section, <br />the Planning Commission recommended "excepting" the use of "live vegetation". <br /> <br />In Section 1009.03 of the Amendment, Paragraph M, Page 6, the Planning Commission <br />recommended adding the following language "WINDOW SIGNS: signs affixed to, or <br />painted on, windows or placed within 36 inches. . . ." <br /> <br />A general discussion ensued regarding the potential objections to these code amendments <br />from car dealers. <br /> <br />8 <br />
