<br />Planning Commission Minutes <br />January 10, 1996 <br /> <br />opportunities, and improve property values. <br />2) Transportation: Create safe, efficient, convenient circulation for pedestrians, <br />bikers, cars, trucks, and transit. <br />3) Infra-structure: Provide adequate, efficient, public services including water, <br />sanitary sewer, and storm sewer. <br />4) Environment: Create healthy and attractive business environment. <br />5) Tower Place Preservation: Recognize the role of Tower Place as a unique small <br />business center and incubator preserving its buildings that meet code. <br /> <br />The role of the City in this long term improvement process could include parking issues, <br />storm water issues, and to develop and enforce design standards such as those that are in <br />place in the Twin Lakes Redevelopment area to upgrade the area over time. <br /> <br />Member Rhody indicated that there was a lot of concern and discussion in the <br />Subcommittee concerning pipeline setback requirements which were contained in the <br />Pipeline Safety Committee report. <br /> <br />Welsch stated that potential setback requirements would impact future development and <br />redevelopment in the area. City staff is developing design standard alternatives to <br />setback requirements. Welsch pointed out that a consultant hired to study the issue has <br />stated that fully developed communities such as Roseville, there is no real safety gain by <br />setback requirements where buildings already exist. <br /> <br />Chairman Wietecki summarized the conclusions of the study, including that land use <br />remain the same, that there be no wholesale changes in use, and that the mixed use <br />character would be maintained. Wietecki also stated that design standards would be used <br />to upgrade to a more modern look to improve the appearance and that infra-structure <br />needs to be looked at include better access in both the commercial and residential areas <br />and that redevelopment would occur on a parcel by parcel basis over time through the <br />PUD process. <br /> <br />Chairman Wietecki pointed out that the Roseville PUD process is designed to <br />accommodate development on all types of properties including small parcels. <br /> <br />Member Thein asked if the Fire Department had been consulted concerning their Fire <br />Station in the area. <br /> <br />Welsch reported that the Fire Department has evaluated that location and determined that <br />access is not good because the busy street is difficult for volunteers coming to the site and <br />for getting equipment in and out of the station. The Fire Department has done some <br />preliminary investigation regarding alternative locations for the fire station. <br /> <br />Member Rhody stated that he was impressed with the process and the interest and <br />willingness by businesses and staff to participate in the study.
