<br />Planning Commission Minutes <br />January 10, 1996 <br /> <br />pointed out that some pedestrian access from the neighborhood to Byerly's is poor and <br />blocked by the fence along the County Road C trail. Grimes stated that the increase in <br />traffic problems in the area is due to increased retail activities. <br /> <br />There was no further public comment offered. Chairman Keith Wietecki closed the <br />public hearing. <br /> <br />Chairman Wietecki stated that the Subcommittee plan is appropriate. Chairman Wietecki <br />stated that there is no need for additional retail in the area. Wietecki stated that the notion <br />of mixed use is good but no additional retail is necessary (with the posible exceptions of <br />the southeast corner of the study area). <br /> <br />Welsch outlined the next steps in the process, including Planning Commission adoption <br />of the report and recommending policies, goals, and strategies to be included in the <br />Comprehensive Plan. Welsch stated that the City would continue to work with the <br />County on traffic improvements and that individual projects would be reviewed against <br />the goals and strategies adopted into the Comprehensive Plan. <br /> <br />Chairman Wietecki stated that infra-structure improvements would occur through the <br />City's Capital Improvement Program, and that design standards should be adopted, <br />integrated into the Comprehensive Plan and implemented through Planned Unit <br />Developments. <br /> <br />Welsch pointed out that the language suggested by Tanya Hemphill and Jerry Showalter <br />would be incorporated into the final document. <br /> <br />MOTION: Member Rhody moved and Cunningham seconded to amend the <br />Comprehensive Plan to add the Tower Place goals and strategies as part of the industrial <br />section. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Rhody, Cunningham, Thein, Sandstrom, Wietecki <br /> <br />Nayes: <br /> <br />None <br /> <br />MOTION: Chairman Wietecki moved and Rhody seconded to recommend that the City <br />Council direct the Planning Commission and staff to form a subcommittee to study the <br />James Addition area to determine if there is need for Comprehensive Plan changes.
