<br />Planning Commission Minutes <br />January 10, 1996 <br /> <br />an interest in developing criteria to guide the future development of kiosks in parking lots <br />in the City. Welsch pointed out that possible criteria could include the following: <br /> <br />1) Compatibility with the existing site plan and traffic circulation. <br />2) Compatibility with parking requirements (insuring minimum requirements are <br />still met). <br />3) Compatibility with building materials. <br />4) Consistency of kiosks signage to principal structure signage. <br />5) Ability to provide hook-up to utilities. <br />6) Limiting the number of kiosks in anyone parking or developing a ratio of kiosks <br />to the size of the parking lot. <br />7) Requiring landscaping compatible with the landscaping in the overall site plan. <br /> <br />Welsch pointed out that the Planning Commission could discuss this matter and add or <br />subtract criteria. The staff will then take the results of the discussion and develop an <br />ordinance for future Planning Commission and City Council consideration. <br /> <br />Member Cunningham stated that sanitation issues are important, including hookup to <br />sewer and water. Cunningham indicated he would like to review if there are significant <br />changes in design and that traffic flow and parking should be maintained, especially in <br />peak times. Member Cunningham stated he liked the idea of the City adopting overall <br />criteria. <br /> <br />Chairman Wietecki stated that these types of kiosks are permitted by conditional use <br />permit and therefore it is difficult to say no. Chairman Wietecki also stated that the City <br />does not regulate taste. If materials meet standards, then how they are put together may <br />not be possible to regulate. <br /> <br />Member Rhody stated that design changes can change what the original approval was <br />based on. <br /> <br />Information, Reports, and Other Business <br /> <br />8. <br /> <br />(a) <br /> <br />Ryan Construction Phase 2 Medical Site Project <br /> <br />Rick Jopke, Assistant Community Development Director, provided background <br />information on a sketch plan review for a the Ryan Phase 2 Medical site. Jopke pointed <br />out that the developer would like direction from the Planning Commission concerning <br />potential variances to parking lot setback and the number of parking stalls provided. <br />Jopke pointed out the site is guided business in the Comprehensive Plan and is zoned B- <br />4. <br /> <br />Kent Carlson, Ryan Companies, described the first phases of their development in the <br />Twin Lakes Redevelopment area. Carlson described the proposed building that they <br />would construct on the Phase 2 medical site. Carlson pointed out that because of market <br /> <br />7 <br />
