Planning Commission Minutes February 14, 1996 at the edge of business districts. With the exception of churches and schools, the consensus of the Commission was to not change the current zoning codes. Member Sandstrom explained that churches and school expansions are a problem and do need a conditional use permit for all such uses or the City may create a new zoning district for such uses. The large parking lots and the expansion of major multipurpose buildings for church and other uses into residential areas, does need more scrutiny. Chairman Wietecki stated that he recommended no overlay zones but deal with the issues as they become available and prepare a draft ordinance for churches and schools. No further action was taken on this issue. 8. (b) Rice Street Corridor Study and Outline of Issues In a written report to the Planning Commission, Michael Falk explained the Rice Street Corridor Study concept. The Planning Commission agreed with the staff report regarding need for Rice Street Corridor and added the following comments: The City should plan for the change in ownership of Rice Street from the State of Minnesota to the County in the year 2000. The City should review the accidents at County Road B and Rice Street and determine if the street system needs further work. The City should coordinate traffic issues with the City of Little Canada, Maplewood, and the City of St. Paul, as well as MnDOT and Ramsey County, especially as it relates to higher traffic land uses and accesses onto Rice Street. Staff was directed to prepare a report and submit it to the City Council for their consideration. Member Harms reminded the Planning Commission of the March 19th PTO meeting, when Dr. Anderson will present a presentation. 9. Adjournment: The meeting adjourned at 10:40 p.m. 9
