<br />Planning Commission Minutes <br />February 14, 1996 <br /> <br />at the edge of business districts. With the exception of churches and schools, the <br />consensus of the Commission was to not change the current zoning codes. Member <br />Sandstrom explained that churches and school expansions are a problem and do need a <br />conditional use permit for all such uses or the City may create a new zoning district for <br />such uses. The large parking lots and the expansion of major multipurpose buildings for <br />church and other uses into residential areas, does need more scrutiny. <br /> <br />Chairman Wietecki stated that he recommended no overlay zones but deal with the issues <br />as they become available and prepare a draft ordinance for churches and schools. <br /> <br />No further action was taken on this issue. <br /> <br />8. <br /> <br />(b) <br /> <br />Rice Street Corridor Study and Outline of Issues <br /> <br />In a written report to the Planning Commission, Michael Falk explained the Rice Street <br />Corridor Study concept. The Planning Commission agreed with the staff report regarding <br />need for Rice Street Corridor and added the following comments: <br /> <br />The City should plan for the change in ownership of Rice Street from the State of <br />Minnesota to the County in the year 2000. <br /> <br />The City should review the accidents at County Road B and Rice Street and <br />determine if the street system needs further work. <br />The City should coordinate traffic issues with the City of Little Canada, <br />Maplewood, and the City of St. Paul, as well as MnDOT and Ramsey County, <br />especially as it relates to higher traffic land uses and accesses onto Rice Street. <br /> <br />Staff was directed to prepare a report and submit it to the City Council for their <br />consideration. <br /> <br />Member Harms reminded the Planning Commission of the March 19th PTO meeting, <br />when Dr. Anderson will present a presentation. <br /> <br />9.
