<br />Planning Commission Meeting Minutes <br />July 10, 1996 <br /> <br />Ayes: <br />Nayes: <br /> <br />Cunningham, Rhody, Wilke, Sandstrom, Harms, Wietecki <br />None <br /> <br />6(d) Planning File 2810: Scott Wicklund/MIDC request for a conditional use permit <br />and variance at 1450 West County Road C. <br /> <br />Chairman Keith Wietecki opened the public hearing and request City Planner Michael <br />Falk to provide a verbal summary from the written staff report dated July 10, 1996. <br /> <br />Mr. Falk noted that the developer has requested a conditional use permit for a rental truck <br />operation and approval to continue a non-conforming storage area at the rear of the <br />building. The applicant proposes IOU-Haul spaces at the northwest corner of the <br />building facing County Road C. Chairman Wietecki asked if there were a snow dump <br />and flooding of the residential property. <br /> <br />Member Sandstrom asked if the site run-off from the drainage area went directly to <br />existing regional ponds or was ponded on the site. He asked for clarification regarding <br />the catch basin placement and would there be conditions attached for clean-out of the <br />sediment from the basin. <br /> <br />Member Harms asked that an additional condition, #20, be added to the conditional use <br />permit to make certain that U-Haul operations have a consistent sign with the city's <br />allowable signage for this site as per the sign code. She asked for clarification regarding <br />the consequences if the permit is violated. <br /> <br />Scott Wicklund, applicant and owner of MIDC, stated there are no changes in the <br />proposal since March of 1996, when the issue was continued until the July meeting. He <br />stated he was reluctant to agree with the master plan that may take time to approve <br />through both the City Council and the Metropolitan Council. <br /> <br />Member Wietecki asked if the 10 rental truck spaces would be appropriate. Mr. <br />Wicklund stated, yes. Mr. Wicklund stated that the outdoor storage area is mostly pea <br />gravel with a 40 ft. buffer zone. <br /> <br />Steve Ring, 1455 Rose Place, asked what the conditional use permit is for and why it is <br />labeled as a flU-Haul Truck and Trailer" operation. He asked that "U-Haul" be clearly <br />defined. The Planning Commission agreed that a generic term for truck rental should be <br />utilized and that the largest truck should have a 26 ft. box and be under 26,000 Ibs. of <br />gross vehicle weight. <br /> <br />6 <br />
