<br />Planning Commission Meeting Minutes <br />August 14, 1996 <br /> <br />Member Wilke stated that the shop should operate the same hours as the Library. <br /> <br />Member Harms stated that she was in favor of the proposal and that without the expanded <br />hours for the coffee shop, the business will not locate in the Library. She found no <br />problem with the site plan or the impact on the neighbors. <br /> <br />MOTION: Member Harms moved, second by Member Thein to recommend approval of <br />Bruce Thompson/Ramsey County Library request for PUD approval for a retail coffee <br />shop within the Ramsey County Library at 2180 Hamline Avenue with the following <br />conditions: <br /> <br />1. Any changes from the 1800 square foot coffee shop in this application, requires a <br />new application and hearing. <br />2. The Library must examine and report on the possible extension of hours on <br />Sundays. <br />3. The coffee shop operation, within the Library, shall be reviewed by the staff on <br />the one year anniversary of the approval of the Planned Unit Development and <br />reported to the Planning Commission and/or City Council regarding the impacts <br />and the effectiveness of the shop. <br /> <br />Member Thein stated that this was an innovative approach to finance public services and <br />supported the concept. <br /> <br />Roll Call: <br />Ayes: <br />Nayes: <br /> <br />Wilke, Harms, Thein, Wietecki <br />None <br /> <br />6(b) Planning File 2847: Richard Willey request for a conditional use permit for <br />exterior storage facilities at Midway Marine, 1945 Rice Street. <br /> <br />Chairman Wietecki opened the public hearing and requested Michael Falk to provide a <br />summary of his written staff report of August 14, 1996. Mr. Falk provided a video <br />presentation of this site. He noted that the zoning of the site is B-3 and a conditional use <br />permit is required for exterior display of products, equipment, and storage facilities. A <br />quonset type structure is considered a display unit. He reviewed the six criteria for <br />conditional use permit and noted the only impact may be visual and that on the property <br />owners to the west of the site. Screening and buffering may be necessary on the west side <br />of the site because of the transition between zoning districts. <br /> <br />4 <br />
