Code allows the Community Development Director to make minor changes and <br />provide a report and record of such changes to the Commission and the Council. <br />There was no further public comment. <br />Chairperson Wietecki closed the hearing. <br />Motion: <br /> Member Wietecki moved, seconded by Member Wilke, to recommend <br />approval of a resolution vacating easements within the Opus/Gateway Business <br />Park Plaza, based on findings in the August 13, 1997 staff report. <br />Motion carried 5-0. <br />7.PRESENTATIONS AND OTHER ACTIONS: <br />7a. <br />Sketch Plan Review: Naftali Alkalai, Auto Body Use (3114 Lexington Ave.) <br />Mr. Alkalai presented his reasons for changing the City Code to allow light <br />pickup truck and car auto body repair in a B-3 zone. He state that there were no <br />loud noises or smells associated with this activity and it would be complimentary <br />to the muffler shop. <br />Chairperson Wietecki reminded the Planning Commission members that <br />concerns were expressed over paint odor, noise, over-night parking, and body shop <br />activities when this was originally approved. The rezoning would be a legislative act. <br />A body shop is not consistent with the B-3 zone. The City policy and Council is <br />reluctant to intrude into residential areas. Chair Wietecki stated he would oppose such <br />an amendment to the Code. <br />Member Mulder asked about disposal and dumpster size and location, and how <br />overnight cars would be handled. <br />Mr. Alkalai stated the building space is 3200 square feet, enough for eight cars; <br />there could be ten cars at one time. The auto mechanics replace, not just fix, <br />cars returning cars faster to owners. Scrap dealers come once per week to pick <br />up scrap. Scrap will be stored indoors. The EPA controls the storage of paints <br />and other hazardous materials. There would be four to five more employees. <br />Member Wilke asked if neighbors must be involved. Kim Lee stated two <br />approaches to zoning amendments are possible (by text or zoning map <br />designation), each of which would require public hearings. <br />Mr. Alkalai stated that the east side of his site is screened by a garage, and the <br />southern side by trees. <br />6 <br />
