Traffic, noise, lighting pollution are problems.
Why rezone to HDR? All the current businesses have been trying to sell or
move. Senior housing is needed in the community. Adjacent uses support
senior housing (parks, grocery, residential area).
Craig Christenson explained the response from Dominium which included only
the land north of Oakcrest. Dominion assumed $96,000/unit for new
construction for 160 housing units. Dominion is also interested in the parcel
south of Oakcrest.
Member Rhody asked if 160 units could be built and what could be added to the
site (up to 185 units).
Knights of Columbus representative, Doug Schwab, 370 Oakcrest, requested
alternative 2 (mixed commercial and residential) be approved. Knights of
Columbus wishes to sell the north parcel to National Tire. There are four
tenants using the Knights of Columbus for bingo. Knights of Columbus will have
to retain parking west to Fry Street. In the past the Planning Commission
recommended development of the north parcel for a Western Auto.
Member Cunningham asked what are typical attendance for bingo? (20 sessions
are held each week with 90-170 participants each).
Chair Harms asked if the Knights of Columbus have discussed relocation? (No).
(The Home Oak site is not suitable for a bingo operation.)
Member Rhody asked what will happen if designated for senior housing? Doug
Schwab noted the Knights of Columbus would sell and go out of the bingo
operation.
Member Cunningham asked if a Knights of Columbus proposal could be moved
to Hamline Center? (No).
Peter Coyle, attorney for NTB, deferred comment.
Al Sands, 2612 Aldine, asked which zone was B-2 and what uses could occur.
John Barrett asked questions regarding traffic in the area.
John Owens, 1345 W. Skillman, clarified that MnDOT will not change the
entrance to their property off of Snelling. Knights of Columbus did seek other
locations for the bingo parlor with Kraus Anderson. The State requires building
ownership for bingo operations.
4
