not help the City. <br />The NTW is not a new commercial development; it is not creeping <br />commercialism. The NTW proposal would increase housing by at least ten <br />units. The NTW plan does not add traffic to the neighborhood in comparison to <br />other proposals. The NTW plan introduces housing and significant new <br />landscaping. The NTW plan is a single story use, compared to a three story <br />use. The NTW plan does not require TIF use. The purchase of the Knights of <br />Columbus for housing is not consistent with the Knights of Columbus plan. Mr. <br />Coyle explained the architectural plan for the NTW. <br />Member Cunningham asked if Knights of Columbus/National Tire Warehouse <br />purchase agreement is contingent on zoning. <br />MemberKlausing asked to compare traffic from NTW with senior housing traffic. <br />(150 [NTW] vs 300-400 [senior housing]). Is the housing shown on the NTW <br />site meeting the code? <br />Chris Hughes, 2709 Rose Place, expressed concern about the neighborhood <br />and how to protect the neighborhood from further encroachments. He would <br />support housing on this site. <br />HarlenFloden, 2565 Charlotte Street, noted that Oakcrest would not be able to <br />handle additional traffic at the Fairview and Oakcrest intersection. The Oakcrest <br />realignment could be adjacent to the south property line. The NTW would be an <br />?? <br />open door summer condition that would allow noise to reach the <br />neighborhood. <br />Richard Bates, Fairview Avenue, expressed concern with NTW adjacent to park <br />and housing. Senior housing could also include the Knights of Columbus site. <br />The seniors do not generate significant traffic. <br />CraigChristenson noted that there are several alternatives. The issue is land <br />use, not traffic, because land use will determine the ultimate traffic. Senior or <br />lower density housing would also be acceptable. <br />Chair Harms asked if there were alternatives to keep Knights of Columbus with <br />seniors. <br />Richard Bates explained the mixed use concepts the Task Force reviewed. <br />CraigLandkamer, 2612 Wheeler, stated both plans will have a negative <br />neighborhood impact. He recommended lower profile buildings and the Knights <br />of Columbus that have less impact. The City should force the State to install <br />traffic lights at Oakcrest and Snelling. <br />6 <br />
