MemberWilke supports Proposal #2. <br />On a roll call vote: <br />Ayes: 7, Cunningham, Harms, Klausing, Olson, Mulder,Rhody,Wilke <br />Nays: 0 <br />Motion carried 7-0. <br />Proposal #3 (Hearing #3) Amendment to Comprehensive Plan from Low <br />Density Residential to Business, all lots facing Cleveland from County <br />Road D south to 3060 N. Cleveland Avenue (Proposed by City of <br />Roseville Planning Commission). <br />Chair Harms opened Hearing #3. <br />Dennis Welsch provided a summary of the request from the staff report <br />dated October 14, 1998. <br />JanBoehlke, 3070 Cleveland, stated that she was concerned about the <br />implication for the neighbors – what happens if the property is zoned for <br />business uses. The neighborhood has fought hard to retain the <br />neighborhood. She asked for an education process and asked to serve <br />on the Task Force. <br />John Simpson, 3083 Mt. Ridge Road, asked for clarification on the voting <br />process and the need for a study. <br />Chair Harms described the James Addition Task Force approach. <br />Council member Dean Maschka explained the process for a task force. <br />The Council asks for suggested policy and direction from neighborhoods. <br /> The decision of a task force may add certainty to the neighborhood <br />relating to land use issues. <br />JohnPouchnik, 3060 Cleveland, asked who proposed the task force <br />approach (City). If the homes were designated for business, what would <br />happen to the homes behind (east of) Cleveland Avenue parcels. <br />MemberMulder explained the need for a broader hearing to discuss <br />issues with the neighborhood. <br />Mary Jo Pouchnik, 3060 Cleveland, stated she supported the Schreier’s <br />proposal, but opposed a neighborhood task force to study the issue. <br />There being no further comments, Chair Harms closed the hearing on <br />Proposal #3. <br />6 <br />
