City of Roseville Planning Commission Minutes Wednesday, January 13,1999 1. Call To Order Chair Katie Harms called the regular meeting of the City of Roseville Planning Commission to order at 5:30 p.m., in the City Council Chambers. 2. Roll Call And Introductions Present: Chair Katie Harms, James Mulder, Craig Klausing, John Rhody, Ed Cunningham, Doug Wilke, Janet Olson Absent: None Council Members present: Barb Mastel, John Goedeke Staff present: Deb Bloom, Dennis Welsch 3. Approval Of Meeting Minutes Motion: Member Klausing moved, seconded by Member Wilke to approve the meeting notes of the November 17, 1998 Joint meeting of the Planning Commission and Parks and Recreation Committee as submitted. Ayes: Olson, Mulder, Cunningham, Rhody, Wilke, Harms, Klausing Nays: None 4. Communications From The Public None. 5. Discussion Of Lexington And "B" Land Use Proposed Changes Community Development Director, Dennis Welsch, provided a summary of the Lexington and B land use "charge" from the City Council. Chair Harms explained her concern about the reactive vs prospective approach to the Lexington and "B" Site. Member Rhody asked that any design (all three concept plans) not have a driveway through the park; but have an entry plaza or entry feature. The conformity of the concept plan to the park has not been solidified - the public use has not been fully agreed to. The public - private venture issues may be compatible if there is a specific need for commercial or public space. Parking could be entered from both County Road "B" and Lexington Avenue into separate parking lots. Member Olson agreed; a courtyard could be valuable. The public could use it as a rest area, a shelter area with rest area and perhaps a concession area. No retail except park concessions should be permitted. Chair Harms asked how the park should adapt for four seasons. Member Olson said a small meeting room with small kitchen facility could compliment hockey areas. Member Cunningham said the matrix with least park impact could include a small year round space with volunteer services serving some hot food items/drinks in water. A park attendant could help. Parking should not connect and cut through the corner. The cost of the park upgrade is about $350,000; the concessions could help generate revenue for the park. Member Wilke liked the court yard but questioned whether a coffee house or concession would survive. These other uses may compete with uses at the Civic Center. The court yard could compliment the parkway and Cornerstone concepts.
