Call to Order <br /> <br />Chair Klausing called the December 8, 1999 regular meeting of the City of Roseville Planning Commission to order at <br />6:30 p.m. in the City Council Chambers of the City Hall. <br /> <br />2. Roll Call and Introduction <br />Present: Chair Craig Klausing, Janet Olson, Ed Cunningham, <br />Doug Wilke, James Mulder, Peggy Egli, John Rhody <br />None <br />Joel Jamnik, Thomas Paschke, Dennis Welsch <br />Barb Mastel <br /> <br />Absent: <br />Staff present: <br />Council present: <br />3. Approval of Minutes <br /> <br />Motion: Member Cunningham moved, seconded by Member Wilke, to approve the minutes of the November 10, 1999 <br />meeting of the Planning Commission as submitted. <br /> <br />Ayes: Klausing, Olson, Cunningham, Wilke, Mulder <br /> <br />Nays: None <br /> <br />Carried : 5 - 0 <br /> <br />Abstentions: 2, Rhody, Egli <br /> <br />4. Communications from the Public <br /> <br />None <br /> <br />5. Consent Agenda <br /> <br />None <br /> <br />6. Public Hearings <br /> <br />6b. Planning File 3177: A request by the City of Roseville for an amendment to Section 1002 (Rules & Definitions), 1006 <br />(Shopping Center District), 1008 (Planned Unit Developments) and 1013 (Conditional Use Permits) of the Roseville City <br />Code. <br /> <br />Chair Klausing opened the hearing requesting Dennis Welsch to provide a summary of the process. <br /> <br />Phil Carlson, consulting planner for the city, presented findings of the shopping/commercial uses and impacts adjacent to <br />residential properties and districts. <br /> <br />Physical separation was considered a major element in investigating the impacts of commercial properties on residential <br />areas. Trucks, lighting, maintenance, shopping equipment, traffic, electronic speakers and devices are all of concern. <br /> <br />The Council requested the study regarding only shopping center districts. Carlson described the centers. He noted there <br />may be 24 hour uses in other districts - this was not studied. <br />
