<br />Member Mulder asked for further discussion/information on backing of vehicles (Section 1006.02G). He suggested <br />deleting the words "backing up" of vehicles. <br /> <br />Tim Prinsen noted that garbage trucks, delivery panel trucks are the only "beeping" trucks as they back. The standard for <br />enclosed loading dock is higher than others in the rest of the metro area. <br /> <br />Phil Carlson recommended striking (1006.0261) "with a minimum opacity of 90%". <br /> <br />Staff recommended changes to paragraph H, delete "shopping carts" and add a site maintenance agreement. Planning <br />Commission decided to retain original paragraph. <br /> <br />Member Rhody asked for clarification of snow plowing and storage (Section H). Member Mulder asked that "prohibition of <br />removal of temporary snow from 10:00 p.m. to 7:00 a.m." should be deleted. <br /> <br />Member Cunningham asked if hours of operation for snow removal could be changed from 11 :00 p.m. to 6:00 a.m.. <br /> <br />Member Egli asked that the last sentence in H be deleted (a consensus). <br /> <br />Member Mulder noted that Section 1006.021 should be within 300 feet. The speaker system statement must be deleted <br />and incorporated in a citywide ordinance (consensus). <br /> <br />Within 1006.02J, Member Mulder suggested height limitations be removed. Member Cunningham recommended that sign <br />lighting be allowed which focused on the building, not flashing out. <br /> <br />Member Rhody, regarding 1 006.02J, suggested correcting the sign code and including the language to the sign code <br />section to apply more generally (First sentence only, page 5, lines 22-24). <br /> <br />Member Mulder defined the difference in regulating the shopping center vs. regulating the individual, non 24-hour <br />businesses. <br /> <br />Member Mulder recommended more flexibility "or reasonable alternative" within the lighting section. Line 32 should be <br />relocated to the lighting section of the code. <br /> <br />Chair Klausing asked that, Section 1 006.02K, the odor and trash control section, should be included in the general city <br />code, applicable citywide. (consensus). <br /> <br />Within 1006.02L, Member Cunningham requested a definition of "first tier"; should include at least the first row of lots, and <br />be more specific to the shopping center district. <br /> <br />Member Mulder described the need for security as justified in/near 24-hour services which advertise/invite customers at <br />all hours. <br /> <br />Member Olson recommended deleting "the 300 feet requirement" in 1 006.02L3 (consensus). <br /> <br />Member Cunningham requested monitoring and site maintenance within 1006.02L3. <br /> <br />Within Section 3 and 4 of the ordinance, Section 1 008.09B1, Joel Jamnik explained the current practice of interpretation <br />of 10% amendments or minor changes in plans. <br /> <br />Within Section 5, the effective date should be January 1, 2000. <br /> <br />Motion: Member Mulder moved, seconded by Member Cunningham, to recommend approval the proposed ordinance <br />amendment to Section 1002 (Rules and Definitions), 1006 (Shopping Center District), 1008 (Planned Unit Developments) <br />and 1013 (Conditional Use Permits) of the Roseville City Code, incorporating the modifications and comments of the <br />Planning Commission. <br /> <br />Ayes: 7 - 0 <br /> <br />Motion passes. <br /> <br />Ga.
