Call to Order <br /> <br />Chair Klausing called the January 12, 2000 regular meeting of the City of Roseville Planning Commission to order at 6:30 <br />p.m. in the City Council Chambers of the City Hall. <br /> <br />2. Approval of Minutes <br /> <br />Motion: Member Wilke moved, seconded by Member Rhody, to approve the minutes of the December 8, 1999 meeting of <br />the Planning Commission, with the following amendments: page 3, line 22 and 35 should be "if'; page 3, line 43, Peggy <br />Egli asked about height; pg. 9, line 15, delete "chair", insert "member"; pg. 11, line 10, delete p.m., insert a.m.. <br /> <br />Ayes: Klausing, Cunningham, Wilke, Egli, Rhody <br /> <br />Nays: None <br /> <br />4. Planning File 3183: A request by Bradley Operating Limited Partnership for the vacation of a portion of certain utility <br />and drainage easements on property generally known as 2100 Snelling Avenue (Har Mar Mall). <br /> <br />Chair Klausing opened the hearing and requested City Planner, Thomas Paschke, to provide a verbal summary of the <br />staff report dated January 12, 2000. <br /> <br />Thomas Paschke explained the location of the easement vacation request in the southeast corner of the Mall property. <br />The proposal includes construction of new utilities within the new easement. Thomas Paschke explained the city policy, <br />noted the staff recommended approval of the request for vacation of utility and drainage easements, located on the <br />southeast side of the former HomePlace facility in Har Mar Mall, 2100 Snelling Avenue, and recommended acceptance of <br />the new replacement utility easement, based on the findings outlined in the staff report of January 12, 2000, Section 3.1 - <br />3.5. The vacation needs to stand on its own merit. <br /> <br />Scott Smith, Bradley/Har Mar Manager, and Greg Kopishke, site planner for Har Mar, described the re-routing and <br />function of the utilities within the proposed easement. <br /> <br />Chair Klausing asked what the minor addition to the flow would be and whether the proposed building would require larger <br />capacity? (no) <br />
