Call to Order Chair Klausing called the January 12, 2000 regular meeting of the City of Roseville Planning Commission to order at 6:30 p.m. in the City Council Chambers of the City Hall. 2. Approval of Minutes Motion: Member Wilke moved, seconded by Member Rhody, to approve the minutes of the December 8, 1999 meeting of the Planning Commission, with the following amendments: page 3, line 22 and 35 should be "if'; page 3, line 43, Peggy Egli asked about height; pg. 9, line 15, delete "chair", insert "member"; pg. 11, line 10, delete p.m., insert a.m.. Planning File 3183: A request by Bradley Operating Limited Partnership for the vacation of a portion of certain utility and drainage easements on property generally known as 2100 Snelling Avenue (Har Mar Mall). Chair Klausing opened the hearing and requested City Planner, Thomas Paschke, to provide a verbal summary of the staff report dated January 12, 2000. Thomas Paschke explained the location of the easement vacation request in the southeast corner of the Mall property. The proposal includes construction of new utilities within the new easement. Thomas Paschke explained the city policy, noted the staff recommended approval of the request for vacation of utility and drainage easements, located on the southeast side of the former HomePlace facility in Har Mar Mall, 2100 Snelling Avenue, and recommended acceptance of the new replacement utility easement, based on the findings outlined in the staff report of January 12, 2000, Section 3.1 - 3.5. The vacation needs to stand on its own merit. Scott Smith, Bradley/Har Mar Manager, and Greg Kopishke, site planner for Har Mar, described the re-routing and function of the utilities within the proposed easement. Chair Klausing asked what the minor addition to the flow would be and whether the proposed building would require larger capacity? (no)
