He stated the existing structure is 80 feet in width as it <br />faces to the east. <br /> <br />Mr. Paschke identified the proposed structure to be set back 140 feet from the east property line; 155 feet from the west <br />curb of Midland Hills Road; 200 feet from the adjacent (east) residential property line; 285 feet from the adjacent (east) <br />residential home; and 332 feet from the adjacent (southeast) residential home. Mr. Paschke also indicated the proposed <br />clubhouse has a minimum of four width changes that face east. He stated the width of the structure is 60 feet in width at <br />the closest point to the property line and 132 feet at the structures greatest width. <br /> <br />Mr. Paschke described the site plan, building design and roadway realignments. The proposal currently has a 32-foot <br />height. A revised grading plan has been completed for the site (but was not in the packet). <br /> <br />Landscaping has changed to screen activities and more of the parking and driveway areas. The parking lot lighting plan <br />has yet to be developed, but must meet the City Code. <br /> <br />Staff recommended approval with conditions. <br /> <br />Member Olson asked for clarification of the golf cart parking spaces (lower level of the building). What will the chain-linked <br />area be used for? What is yellow building (maintenance)? <br /> <br />Member Egli asked what the decibel level of a diesel truck would be at an adjacent house. (No answer, except 85 dbl at <br />50 feet, declining by approximately 3 dbl every additional 50 feet) <br /> <br />Chair Klausing asked for details of the parking lot lighting design and the needs for downcast, shoebox fixtures. Chair <br />Klausing asked for details on the photometric plan and whether staff measures light on the site (no). He asked for <br />clarification of the term "fixed windows". <br /> <br />Rick Christensen, architect for the Country Club, explained the lighting plan and the % foot-candle measure that would be <br />at the edge of the driveway and parking lot area. <br /> <br />Mr. Christensen explained the grading and berm adjacent to the east side of the project. The drainage will be handled by <br />the existing parking lot, and adjacent drainage areas. He also explained the one level design and the efficiencies of <br />service. He noted that the Club would continue to have seven trucks delivering each day. <br /> <br />Mr. Christensen explained the design features of the exterior of the building. The height is 32 feet; the east portion of the <br />building will have a 27-foot height. He noted that noise from a dance band would be less audible from the new building. A <br />memo from sound expert David Braslau was distributed. The service area and parking area redesign were discussed. <br /> <br />Member Olson asked for details of outdoor storage in the southwest corner of the site, materials that are now to be moved <br />indoors. <br /> <br />Member Cunningham asked for details of the northeast corner of the building, including the screen wall and berming at <br />the edge of the patio. The size of trees will block the view of the screen wall. <br /> <br />Member Cunningham asked if the out building adjacent to Walsh Lake would remain (yes) and whether expansion in that <br />direction had been considered. He asked if there was underground fuel storage. <br /> <br />Member Wilke asked for details of the drainage plan. Assistant City Engineer, Deb Bloom stated the City will be reviewing <br />the new grading and drainage plan, and ponding where necessary. Run-off cannot drain onto adjacent properties. <br /> <br />Member Wilke noted that the staff reports state in condition 3.14 does not set specific standards for future improvements. <br /> <br />Blanton Bessinger, President, Midland Hills Country Club, noted that the redesign is to update the site conditions and <br />aesthetics. The pool could be located on the southeast, southwest or west side in the future, not on the east side of the <br />building. The Club has been an asset to Roseville; the Club is attempting to stay viable with this addition. <br /> <br />Member Cunningham asked if, in the future, the east side of the site is deemed best for outdoor facilities, could the <br />neighbors use the facilities? (The Club will work with the neighbors at that time). <br /> <br />Chair Klausing asked if truck delivery (7/day) will increase from existing (no). How much closer is new delivery to property <br />line (120 to 140 feet)? Why is building so close to residence on east? (Putting greens, greens and dining areas are fixed, <br />cannot move building closer and still maintain views). <br />
