could be placed there, would create more impervious space).

Chair Klausing asked about curb requirement along the east side of parking and would the interim structure require curbs
(no).

Member Wilke asked for details regarding access point for sewer and water (It would not trigger re-pavement).

Ms. Carol Koski, representing the Academy School, described the need for interim space if the Academy School had a
lease for a portion (but not all) of the church. In the next week the Academy will make a decision on the full use of the site.

Member Olson asked for details of the possible expansion of the wing of the church for four more classrooms and a multi-
purpose room.

Member Mulder asked if the request would be withdrawn if lease space was available (possibility).

Chair Klausing closed the hearing.

Member Wilke requested that the Fire Marshal inspect the site.

Motion: Member Mulder moved, seconded by Member Cunningham, based on the project report findings in Section 3,
recommend approval of the Family Academy Charter School request for an interim use permit to allow a temporary
modular school facility in the east parking lot of Advent Lutheran Church, 3000 Hamline Avenue, for a period extending to
June 11, 2003 after final Council approval, subject to conditions as delineated in Section 3 of the project report dated July
12, 2000.

Ayes: 7

Nays: 0

Motion carried.

Ge. Planning File 3233: Request by Dean Sabetti for a front yard setback Variance to allow an addition to the existing
garage on property located at 2016 Beacon Street.

Chair Klausing opened the hearing and requested Tomas Paschke to provide a verbal summary of the project report
dated July 12, 2000. Thomas Paschke explained the purpose of the report to provide wheel chair access. The existing
garage and addition require a variance to set within ten feet of the corner side lot line (which is the same as front yard).

Staff recommended the Commission prepare findings and that the Planning Commission approve the variance.

Thomas Paschke noted that two neighbors had requested additional information or had comments.

Member Mulder asked for details of the existing setback, and noted that the proposal will not increase the non-conformity
of a ten-foot setback. The structure would simply be widened. It is a modification to the pre-existing non-conforming use.

Member Rhody asked if the variance remains only as long as the building remains (yes).

Member Olson asked if the exterior brick would be a more expensive alternative - but may be more difficult to match.

Chair Klausing asked if there are architectural drawings (no).

Dean Sabetti answered questions. The roof of the garage will have to be removed and rebuilt as a whole new roof. He
proposed all brick on the front, vinyl siding on the side and rear, which will be screened from street view.

Member Olson said the existing house (all brick) looks fine.

Member Wilke asked if all remodeling would be south of the line of the existing fence (yes).

Member Egli asked whether two or three cars (an access ramp for the van with a 2-stall garage, but framed for three cars
if needed). Member Egli asked if the driveway would need a variance.
