Motion: Member Klausing moved, second by Member Rhody, to adopt Resolution No. 3232 (Revising the Text and Land Use Map Designations of the Existing Plan adopted in 1994, as amended, by incorporating the Twin Lakes Business Park Master Plan Renewal Strategy of 2000, with the staff land use scenario of December 13, 2000, and recommended further study for retail options within the southeast section of the business park, subject to an AUAR. Ayes: 5 Nays: 0 Motion carried. c. Planning File 3271: A request by the City of Roseville to affirm the 2001 to 2006 Capital Improvement Program (CIP) as consistent with the Roseville Comprehensive Land Use Plan and to recommend the anticipated expenditures for fiscal year 2001. d. Planning File 3276: A request by the City of Roseville to re-affirm all zoning and comprehensive plan amendments made in 2000. The amendments will be submitted to the Metropolitan Council for review, comment and approval. Items "c" and "d" were introduced by Chairman Klausing and announced that one joint hearing would be held. He requested Dennis Welsch to provide a verbal summary of the staff reports dated December 13, 2000. Community Development Director Dennis Welsch provide the annual update to the Comprehensive Plan and the Capital Improvement Plan, noting that this was the sixth consecutive year the Planning Commission has reviewed the plan on an annual basis. Such reviews keep the Plan more current. Welsch reviewed the Comprehensive Plan revisions section by section, noting that the Goals and Polices did not change during year 2000. Motion: Member Klausing moved, second by Member Olson, to advise the Council, that after review of the Plan and the CIP, the 2001 CIP is consistent with the Roseville Comprehensive land Use Plan. Ayes: 5 Nays: 0 Motion carried. 5-0 Motion: Member Klausing moved, second by Member Olson, to adopt Resolution No. 3276 affirming the 200 changes and revised format, officially including the changes in the plan, and recommend approval of the 2000 Comprehensive Plan to the City Council for consideration at their January 8,2001 meeting, within the public hearing section of the Council agenda. Ayes: 5 Nays: 0 Motion carried. 5-0 e. Planning File 3270: A request by the City of Roseville to amend Section1 004.01A (Accessory Buildings in Residential Districts) for the purpose of clarifying rear yard area and square footage maximums. Item to be continued to 01/10/01 meeting. Chair Klausing recommended that this item would be continued to the Planning Commission's next regular meeting of January 10, 2001.
