Chair Rhody and Jim Mulder discussed garage size. (The Code allows for two spaces per unit; one must be enclosed.)

Member Olson expressed concern about the lot coverage (50% of the lot or .5FAR can be covered with structures).

Member Cunningham asked if the site could be raised; what is the maximum for a new building (6 units). Member Wilke
noted that changes would have to come back to the Planning Commission for review.

A general discussion of lot coverage ensued. There appears to be no other good options to rezoning to R-3A.

Member Mulder asked that the Commission request the staff to review the accessory buildings and coverage for possible
text changes.

Motion: Member Mulder moved, second by Member Wilke, to recommend approval of a rezoning from R-2, Two Family
Residence District to Multi-Family Residence District, Three to Twenty-Four Unit (R-3A), subject to conditions for property
located at 2108 Haddington Road.

Ayes: Rhody, Olson, Cunningham, Mulder, Wilke

Nays: None

Motion carried 5-0.

Motion: Member Mulder moved, second by Member Rhody, to recommend approval of an approximate nine foot
variance, or as determined by survey, from Section 1 004.04D5 of the Roseville City Code for the property located at 2108
Haddington Road, subject to conditions in Section 6 of the project report and subject to a land survey.

Ayes: Rhody, Olson, Cunningham, Mulder, Wilke

Nays: None

Motion carried 5-0.

6(d) Planning File 3302:Ramsey County request for an Interim Use Permit to allow continued use of their site at Kent
and Larpenteur as a household hazardous waste drop-off site.

Chair Rhody opened the hearing and requested City Planner Thomas Paschke to provide a verbal summary of the staff
report dated May 9, 2001.

Ramsey County provided household hazardous waste (HHW) since 1992 on the site. In 1996 the County received a five-
year permit. He explained the site layout, adjoining uses and the traffic circulation.

The hours of operation were described. The interim use permit would be for five years with annual staff review. Staff
recommended approval. No spills or contamination have occurred.

Member Wilke said he admired the professionalism of the workers on the site.

Joe Wozniak, Coordinator of the HHW site, noted there is no facility, just a collection site for one or two times per year.
Bay West has been the contractor on the site. The Roseville site may be used for a month or more per year.

There was no public comment. Chair Rhody closed the hearing.

Motion: Member Cunningham moved, second by Member Rhody, to recommend approval for the five year Interim Use
Permit requested by the Ramsey County Department of Public Health to allow the operation of a satellite household
hazard waste collection facility in the 1700 block of Kent Street (located on County property adjacent [southeast] to the
Community Corrections facility), subject to:
1.
