<br />Chair Rhody opened the hearing and requested Thomas Paschke provide background as per the project report dated <br />January 2, 2002. <br /> <br />Each year in December/January the Roseville Planning Commission and City Council affirm the Comprehensive Plan <br />changes that have occurred during the previous year. During the year, public hearings are held on all plan changes before <br />the Commission and Council approve them. Most amendments are then sent to the Metropolitan Council for their review <br />(if they have not been sent earlier). In order to keep track of amendments to the Plan, the Planning Commission has <br />annually scheduled a hearing on the affirmation of the changes. If approved, the changes are included on an addenda <br />sheet in the front of the Plan. <br /> <br />The Planning Commission is also required by State Statute 462.356 to hold a public hearing to review and determine <br />whether the City of Roseville Capital Improvement Program (CIP) for the upcoming year (2002) is consistent with the <br />Comprehensive Plan. <br /> <br />On November 14 and December 12, 2001, the Community Development Department presented the Commission with <br />information regarding the 2001 reaffirmation of the City's Comprehensive Land Use Plan and the Capital Improvement <br />Plan. Since those two hearings, city staff has completed all the necessary changes/modifications, which are discussed <br />below and attached (new information only) for your review and comment <br /> <br />Chair Rhody asked for comments from the public (None). <br /> <br />Member Duncan asked for details of the housing costs in Roseville. Other Action <br /> <br />a. Sketch Plan Review: Accessible Space <br /> <br />Thomas Paschke introduced the proposed project, summarizing the project report of January 2, 2002. <br /> <br />The request before the Commission on Wednesday, January 2, 2002 is to informally review the Sketch Plan for the <br />proposed redevelopment of the former Kath Oil (Phillips 66) gas station site and the 2 adjoining parcels. <br /> <br />The applicant seeks to construct a 16,000 square foot two-story office building for medical/dental and other general office <br />use in the northwest portion of the site. The applicant also seeks to construct a 22 unit three story apartment complex for <br />the handicapped in the northeast portion of the site (see attached information). The two projects would share a joint <br />parking area. Entries to County roads require a county permit. Watershed approvals will also be needed. <br /> <br />Mike Cronin, representing Accessible Space Inc. (ASI), a not-for-profit housing developer and Brent Thompson (VSI) the <br />for-profit-developer on the site explained the project. The project could be constructed in July 2002. The site could be <br />divided into two equal parts. He explained the site plan and drainage, parking, architecture, fencing and landscaping <br />
