<br />No further comments were made; Chair Duncan closed the hearing. <br /> <br />Member Wilke asked what reasoning would allow either Phase I or Phase II to develop first. <br /> <br />Member Mulder stated he liked the process; how do we encourage senior housing and master planning? <br /> <br />Motion: Member Mulder moved, seconded by Member Wilke, to recommend approval of the Arona/Hamline <br />Neighborhood Master Plan amendment to the City's Comprehensive Plan as consistent with the goals and polices of the <br />Plan, changing the map designation for the sites to "HD" High Density Residential land uses, with limited office and retail. <br /> <br />Member Olson explained concerns that the Master Plan density is too high; a master plan leads in this direction and <br />implies too much density. <br /> <br />Member Duncan stated that this is similar to other master planning processes. <br /> <br />Ayes: 6 <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />Motion: Member Mulder moved, seconded by Member Cunningham, to recommend approval of the Arona Site <br />Redevelopment, General Concept Plan - Phase I of a Planned Unit Development, including the redevelopment concepts <br />of Section 4.7 of this report (dated 03/06/02) and recommend that eventual rezoning to Residential Planned Unit <br />Development zoning district with an underlying zoning of R-3 General Residential and that there be public ownership of <br />parkland, and further that any development requires a second access point into the Arona site. <br /> <br />A general discussion ensued regarding the proposal and positive RFP process. <br /> <br />Ayes: 6 <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />8.
