Chairman Duncan opened the hearing and requested Community Development Director Dennis Welsch provide a
summary of the project report dated June 5, 2002.

In April, Craig Piernot, Outdoor Promotions, Inc. (from Denver) presented to the City Council a proposed bus shelter
improvement plan along bus routes in Roseville and possibly throughout the 35W Coalition Cities. The applicant is
working throughout the Metro Area on similar issues. An ordinance has been prepared with revisions to allow for "bus
shelters" as well as "bus benches" to be located along commercial bus routes.

Member Bakeman asked if there was a transit route plan (plan and bus stops throughout the community are available).

There being no further comment Chair Duncan closed the hearing.

Motion: Motion by Member Mulder, seconded by Member Bakeman, to recommend that the City Council approve
the Ordinance to allow for bus shelters as well as bus benches to be located along bus routes in the City.

Ayes: 5
Nays: 0

Motion carries.
k. Planning File 3294: Request by the City of Roseville to review proposed revisions to the Roseville Zoning
Code (Chapter 10) from Study Meeting of May 15th and set the study meeting schedule for the months of
June and July.

Chairman Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary of the project
report dated June 5, 2002.

The Land Use Section of the City Code was originally written and adopted over 40 years ago (1959). The Zoning and
Subdivision Sections, originally a series of individual ordinances, have been amended from time to time for specific
issues, and were reorganized when the City Code was reorganized in 1995 and 1996, called a "re-codification". Even the
re-codification did little to modernize the terminology, techniques, and regulation processes. Many cities have made great
strides improving the clarity and appropriateness of regulation. Some Roseville language is simply outdated such as the
permitted industrial manufacturing use "hat bodies of fur and felt"; in a residential district, by conditional use permit, gravel
mining is still permitted.

Chair Duncan and Dennis Welsch explained the progress on the definition section.

Member Mulder suggested that new Commission member sand existing Planning Commission should discuss the goals
and purposes of this project.

Staff is to send packet to new members and email to all members for June 19 meeting.

There being no further comment Chair Duncan closed the hearing.

Motion: Motion by Member Mulder, seconded by Member Bakeman, to recommend the following actions be
taken:
1. Place on file the summary of discussion issues and recommendations to date.
2. Provide direction to study members and staff regarding May's work.
3. Accept suggested revisions to date (with Planning Commission changes) for compilation into the DRAFT
Code for hearings in the Fall, 2002.
4. Establish June 19, 2002 as the next study meeting with the topic to be the Residential Districts, Section
1004.
5. Establish July 10 (rather than July 3) 2002 as next regular Planning Commission meeting date.

Ayes: 5
Nays: 0

Motion carried.

7. Other Action
8.
