<br />Thomas Paschke explained that the living area sits further back from the front property line than the current carports. The <br />house was built in 1955 before the City Code. <br /> <br />Member Bakeman agreed with Member Mulder regarding the big addition, but noted there is no option. <br /> <br />Member Peper explained that landscaping might provide another perspective. <br /> <br />Member Cunningham felt that the new design adds to the quality of the neighborhood. <br /> <br />Chair Duncan explained the need to improve but explained concern with the size. <br /> <br />Member Peper said the view of the lake is important, and with the wooded nature of the lot, few will see this. <br /> <br />Motion: Member Bakeman moved, seconded by Member Cunningham, to recommend approval of a 13-foot <br />variance to Section 1004.02D5 of the Roseville City Code for Robert Wilson, to allow the replacement of a carport <br />with an attached garage and living area onto the front of the principal structure. <br /> <br />Ayes: 3 <br />Nays: 1, Mulder <br />Abstain: 1, Duncan <br /> <br />Motion carried. <br /> <br />Member Mulder opposed because no hardship was shown for the second floor encroachment. <br /> <br />Motion: Member Bakeman moved, seconded by Member Mulder, to recommend approval a variance to Section <br />602.02 of the Roseville City Code for Robert Wilson, to allow residential parking on the driveway within the street <br />right-of-way boulevard, west of the pedestrian trail for property at 3107 West Owasso Boulevard, based on the <br />findings of Section 5 and conditions of Section 6 of the project report dated June 5, 2002. <br /> <br />Member Mulder supported the new garage and the needed parking for it. <br /> <br />Ayes: 5 <br />Nays: 0 <br /> <br />Motion carried. <br /> <br />--------- TEN-MINUTE BREAK --------- <br /> <br />Member Mulder: Could staff please prepare a workshop on variances and requirements, especially with all the new <br />members? Planning File 3359: Request by the City of Roseville to rezone the Twin Lakes Business Park from R-1, <br />Single Family Residential, B-1, Limited Business District, B-4, Retail Office Service District, 1-1 Light <br />Industrial, and 1-2, General Industrial to B-6, Business Park <br /> <br />Chairman Duncan opened the hearing and requested Community Development Director Dennis Welsch provide a <br />summary of the project report dated June 5, 2002. <br /> <br />The City of Roseville is proposing a rezoning within the Twin Lakes Master Plan area from the existing mix of Industrial (1- <br />1,1-2), Business (B-4, B-1) and Residential (R-1) land use zones to Mixed Use Business Park (B-6). The rezoning would <br />provide land use consistency within the Business Park. It will also provide consistency between the Comprehensive Land <br />Use Plan "Mixed Use Business Park" and the City Zoning Code "B-6" zoning district. The Twin Lakes Master Plan area is <br />generally bounded by County Road C2 on the North; Cleveland Avenue on the West; County Road C on the South; and <br />just west of Snelling on the East. (Refer to site map attached and legal description of parcel affected). <br /> <br />The current proposal, to rezone the Twin Lakes Master Plan Area to "B-6", assures that future land uses are compatible <br />with the Comprehensive Plan Mixed Use Business Park designation. <br /> <br />The Twin Lakes Master Plan is consistent with commercial industrial goals and policies of the City of Roseville as <br />described in Section 3 of the Comprehensive Plan (as revised in January, 2001).
